O objetivo geral desta investigação é identificar quais as capacidades estatais que explicam a difusão do projeto de cooperação técnica Cotton-4 por meio da cooperação internacional entre Brasil e África durante sua primeira fase de 2009 a 2013; além de analisar a execução da segunda fase, iniciada em 2014. Tem-se, como objetivos específicos, i) descrever o modus operandi da cooperação e suas características, ii) identificar quais capacidades estatais foram não só mobilizadas, mas determinantes para a difusão das técnicas para os países da África Ocidental e iii) analisar como essa política foi adaptada e incorporada nos países de destino, além dos resultados produzidos. Desta maneira, nota-se que se trata de uma investigação de caráter qualitativo, devidamente justificada pelo fato de a cooperação no setor do algodão ser fundamental para geração de renda e atingimento de melhores níveis de segurança alimentar. Somado a isso, o empreendimento do projeto por parte do Brasil, contribuiu para a construção de uma boa imagem no cenário internacional, com a difusão de best practices. Neste sentido, o presente trabalho visa responder a seguinte questão norteadora: Quais capacidades explicam a difusão do Cotton-4 por meio da cooperação internacional?. Adota-se, como metodologia científica, o estudo de caso e o process tracing associados à prática de entrevistas semiestruturadas e a análise documental. Como arcabouço teórico, a literatura de difusão de políticas públicas, das capacidades estatais e da cooperação Sul-Sul. Sobre as fontes bibliográficas e documentais, textos sobre cooperação técnica e políticas públicas, assim como informações e relatórios fornecidos pela Embrapa, Instituto Brasileiro do Algodão (IBA), Agência Brasileira de Cooperação (ABC) e Articulação Sul.

The general objective of this investigation is to identify which state capacities explain the diffusion of the Cotton-4 technical cooperation project through international cooperation between Brazil and Africa during its first phase from 2009 to 2013; in addition to analyzing the execution of the second phase, which began in 2014. The specific objectives are: i) to describe the modus operandi of cooperation and its characteristics, ii) to identify which state capacities were not only mobilized, but also determinants for the dissemination of techniques to the countries of West Africa, iii) analyze how this policy has been adapted and incorporated in the destination countries, in addition to the results produced. Thus, it is noted that this is a qualitative investigation, duly justified by the fact that cooperation in the cotton sector is fundamental for income generation and the achievement of better levels of food security. Added to this, the undertaking of the project by Brazil contributed to the construction of a good image on the international scene, with the dissemination of best practices. In this sense, the present work aims to answer the following guiding question: "What capabilities explain the diffusion of Cotton-4 through international cooperation?". The scientific methodology adopted is the case study and process tracing associated with the practice of semi-structured interviews and document analysis. As a theoretical framework, the literature on the dissemination of public policies, state capacities and South-South cooperation. About the bibliographic and documentary sources, texts on technical cooperation and public policies, as well as information and reports provided by Embrapa, the Brazilian Cotton Institute (IBA), the Brazilian Cooperation Agency (ABC) and Articulação Sul.
