Esta pesquisa se insere, do ponto de vista metodológico, no campo da história e da historiografia do planejamento urbano no período de vigência do Serviço Federal de Habitação e Urbanismo, SERFHAU, entre 1964 e 1975, com inércia até 1980, pela atuação direta do Banco Nacional da Habitação (BNH), tendo no PDDI (Plano Diretor de desenvolvimento Integrado), a instrumentalização deste processo de planejamento). A problematização se dá mediante a indagação sobre uma tendência de financiamento do SERFHAU vinculado ao fortalecimento dos parques industriais de alguns municípios paulistas, a partir da produção dos PDDIs, nos eixos de industrialização e sua interiorização a partir da metrópole paulista na década de 1970, pelo sistema rodoferroviário, na intensificação do processo de urbanização, com ressonâncias socioespaciais da nova realidade urbano-industrial, buscando voltar o olhar para esse processo desde 1930, nas origens das ações estatais para a industrialização nacional. Buscamos contribuir, na pesquisa histórica com abordagem historiográfica, na compreensão do papel estruturante do SERFHAU no planejamento do estado de São Paulo no período de sua existência, estudando os planos diretores para os municípios onde foram propostos e sua orientação para a questão industrial nos 19 casos selecionados para estudo, além do caso referência do município de São Paulo, valorizando sua importância regional, industrial e seu vínculo com os eixos rodoferroviários. Tal estudo se deu a partir da leitura de peças técnicas e jurídicas, sob a lógica da interpretação de textos. Investigamos como as práticas vinculadas ao processo de planejamento se disseminaram pelo interior paulista a partir da metrópole paulistana, inclusive em zonas ocupadas mais recentemente, no século XX, e possivelmente atrelando-se à intensificação da estruturação da rede urbana em nível regional. Buscou-se um empenho na reconstrução do panorama historiográfico sobre a atuação do SERFHAU, à luz da relação entre Estado e Planejamento e a constituição de uma nova equação econômico-territorial de base industrial.

This research is inserted, from the methodological point of view, in the field of history and historiography of urban planning in the period of validity of the Federal Service of Housing and Urbanism, SERFHAU, between 1964 and 1975, with inertia until 1980, by the direct action of the Banco Nacional da Habitação (BNH), having in the PDDI (Master Plan for Integrated Development), the instrumentalization of this planning process). The problematization takes place through the inquiry about a tendency of SERFHAU financing linked to the strengthening of the industrial parks of some municipalities of São Paulo, from the production of the PDDIs, in the axes of industrialization and its interiorization from the São Paulo metropolis in the 1970s, by the road and rail system, in the intensification of the urbanization process, with sociospatial resonances of the new urban-industrial reality, seeking to look back at this process in a long-term history, since 1930, in the origins of state actions for national industrialization. We seek to contribute, in historical research with a historiographical approach, to the understanding of the structuring role of SERFHAU in the planning of the state of São Paulo in the period of its existence, studying the master plans for the municipalities where they were proposed and their orientation towards the industrial issue in the 19 cases selected for study, in addition to the reference case of the municipality of São Paulo, valuing its regional and industrial importance and its link with the road and rail axes. This study was based on the reading of technical and legal documents, under the logic of text interpretation. We investigated how the practices linked to the planning process spread throughout the interior of São Paulo from the São Paulo metropolis, including in areas occupied more recently, in the 20th century, and possibly linked to the intensification of the structuring of the urban network at the regional level. A commitment was sought to rebuild the historiographical panorama of SERFHAU's performance, in the light of the relationship between State and Planning and the constitution of a new economic-territorial equation with an industrial base.
