A presente pesquisa tem como objetivo analisar a capacidade institucional de pequenos municípios para o enfrentamento aos efeitos decorrentes das Mudanças Climáticas Globais na perspectiva da adaptação. Para tanto, foi realizado um estudo de caso em três pequenos municípios da região do Vale Histórico Paulista, localizado no estado de São Paulo: Arapeí, Areias e São José do Barreiro. O estudo de caso se concentrou na análise de conteúdo de parte da normativa urbana das localidades, olhando-se mais especificamente o Plano Diretor Participativo (quando disponível) e o Plano Integrado de Saneamento Básico de cada município, e na realização de entrevistas semiestruturadas com os gestores públicos. Como resultado da análise empreendida, têm-se que os municípios estudados não trazem a temática da adaptação às mudanças climáticas de forma explícita em sua normativa urbana, ainda que seja possível verificar que há ações que contribuem para a adaptação aos efeitos negativos das mudanças climáticas relacionados a eventos hidrometeorológicos extremos. As entrevistas também revelaram que há uma dificuldade na compreensão das mudanças climáticas enquanto problema local, além da existência de limitantes técnicos e financeiros para que se tomem ações estruturais para a adaptação por parte da gestão pública, e de limitantes culturais para a apreensão da sociedade civil da importância do problema das mudanças climáticas em uma perspectiva de governança ambiental participativa para a adaptação. Dessa forma, existem problemas que se exacerbam na escala de pequenos municípios que demandam reflexões específicas para uma adaptação efetiva e justa nas diferentes conformações territoriais.

This research aims to analyze the institutional capacity of small municipalities to face the effects of Global Climate Change from the perspective of adaptation. For this, a case study was carried out in three small municipalities in the region of the historical valley of São Paulo, located in the state of São Paulo: Arapeí, Areias e São José do Barreiro. The case study focused on the content analysis of part of the urban regulations of the localities, looking more specifically at the Participatory Master Plan (when available) and the Integrated Basic Sanitation Plan of each municipality, and on conducting semi-structured interviews with the public managers. As a result of the analysis, it appears that the studied municipalities do not explicitly address the issue of adaptation to climate change in their urban regulations, although it is possible to verify that there are actions that contribute to the adaptation to the negative effects of climate change related to extreme hydrometeorological events. The interviews also revealed that there is a difficulty in understanding climate change as a local problem, in addition to the existence of technical and financial limitations for taking structural actions for adaptation by the public administration, and cultural limitations for the apprehension of civil society in the importance of the problem of climate change in a perspective of participatory environmental governance for adaptation. Thus, these are problems that are exacerbated on the scale of small municipalities that require specific reflections for an effective and fair adaptation in the different territorial configurations.
