Cada vez mais crianças têm se iniciado na prática do futebol, envolvidas em competições nas quais as federações esportivas e clubes possuem papel fundamental na forma de organização e estruturação. A adequação dos processos de treinamento e competição podem contribuir para o desenvolvimento das potencialidades dos participantes. Porém, para que cumpram essa função formativa e educacional, as competições devem ser organizadas por princípios, regras e conteúdos adequados a cada faixa etária e às demandas (sociais e educativas) e capacidades do grupo de participantes. No entanto, ainda hoje há um sistema de competição infanto-juvenil baseado em modelos estereotipados próximos às categorias adultas. Os estudos da relação da competição com a pedagogia do esporte se mostram muito incipientes. Neste cenário, a organização das competições esportivas infanto-juvenis se apresenta como grande desafio para a área da Pedagogia do Esporte. Tal fenômeno ganha importância, à medida que a preocupação, dos órgãos reguladores do futebol brasileiro, em melhorar essa prática esportiva na iniciação esportiva passa, invariavelmente, por reflexões e proposições sobre como desenvolver e melhor adequar os formatos e sentidos das competições esportivas. Os dirigentes esportivos são parte fundamental desse processo, principalmente relacionados à organização de novas formas de eventos que não reproduzam o esporte de alto rendimento na infância e adolescência. Esta pesquisa teve como pergunta central: quais são as perspectivas dos dirigentes de Clubes e da Federação Paulista de Futebol sobre os objetivos e sentidos das competições organizadas por esta federação para as categorias Sub-11 e Sub-13? O objetivo geral desta pesquisa foi investigar as perspectivas de dirigentes de Clubes e da Federação Paulista de Futebol sobre os objetivos e sentidos das competições promovidas por esta federação às categorias iniciais Sub-11 e Sub-13. A pesquisa se baseia em uma abordagem qualitativa através da análise temática, por meio de entrevistas semiestruturadas com dirigente específico na organização das competições de categorias iniciais promovidas pela Federação Paulista de Futebol, e por dirigentes responsáveis pelo departamento de base de clubes participantes destas competições. Por meio dos resultados, pode-se observar: uma prevalência ao sentido da prática oficial a despeito do sentido ressignificado nos discursos dos dirigentes de futebol neste estudo, o que nos mostra uma inadequação do sentido com o ambiente da prática; a preocupação dos dirigentes quanto ao desenvolvimento humano dos jovens atletas através de valores morais ensinados pelo esporte; objetivos de seleção e avaliação do processo de formação e promoção de novos talentos ao futebol de alto rendimento. Como conclusão, pode-se perceber que algumas ações descritas têm a intenção de transformar a competição neste contexto. Porém, aspectos relacionados à promoção de jogadores de futebol interferem sobremaneira em outras formas de possibilidades de sentido da prática competitiva do futebol, o que torna difícil esse processo de ressignificação.

More children have been starting practicing soccer and participating in competitions in Brazil, where sports federations have a major role in the forms of organization and structure. The appropriateness of the training process and the competition can contribute for the development of the participant´s potential. However, to fulfill this formation and educational purpose, the competitions must be organized by principles, rules and contents appropriate to each age range and also to the demand (social and educational) and the group's potential. Yet, today there is a youth competition system available based on similar models of adults categories. The studies of the relationship of competitions and sports education are in the early stage. In this scenario, the organization of the youth sports competitions is a major challenge for the Physical Education area. This becomes important due to a concern of Brazilian soccer's regulatory agencies to enhance this initiation of the sports practice, what is invariably, going through reflections and propositions about how to develop and better adjust the format and meaning of the sports competitions. The sports managers have a major role in this process, especially related to the organization of new ways of events that do not reproduce the high sports performance in the childhood and adolescence. This research had some major questions such as: what are the perspectives of clubs and Paulista Federation' sports managers about goals and meaning of the competitions for categories sub-11 and sub-13? The main goal of this research was to investigate the perspectives of clubs and Paulista Federation soccer' sports managers about the goals and meaning of competitions promoted by this federation for categories sub-11 and sub-13. This research is based on qualitative approach through thematic analysis collected from semi structured interviews of specific sports managers who are in charge of competitions for youth categories promoted by the soccer Paulista Federation and sports managers who are responsible for base department of the clubs participating in the competitions. By means of the results, this is observed: the prevalence of the official practice in relation to the resignificated meaning on soccer manager's speech in this study, it suggests an inadequacy between the meaning and the practice environment; the preoccupation of the sports managers about the youth athlete's human development through moral values taught by sports; selection and evaluation goals of the formation and promotion process for new talents of high performance soccer. As a conclusion, it was realized that some described actions have the intention to change the competition in this context, however aspects related to the promotion of soccer players interfere and impact in other forms and possibilities of the soccer competitive meaning of practice, furthermore becoming hard this process of reframing.
