A presente pesquisa objetivou analisar o balanço social publicado por uma entidade pública de administração direta municipal e identificar quais os potenciais benefícios da publicação por essas entidades. A análise foi feita na Prefeitura Municipal de Florianópolis, em Santa Catarina, que foi a primeira Capital e o segundo Município do Brasil a publicar um balanço social. A base desse balanço encontra-se no modelo do Instituto Brasileiro de Análises Sociais e Econômicas - IBASE, adaptado à realidade do município. Paralelamente, pesquisa bibliográfica foi realizada para fundamentar toda a análise. O trabalho possui seis capítulos de fundamentação teórica organizados de forma a possibilitar o entendimento do leitor acerca do tema proposto. As organizações estão inseridas em um ambiente altamente competitivo e precisam criar estratégias para se manter. Aplicar a responsabilidade social na forma de gestão pode tornar a organização mais eficaz, pois a sociedade está exigindo serviços com qualidade e baixo custo, principalmente baixo custo social. Nesse sentido, o balanço social pode ser um instrumento de divulgação que permite à organização dar a resposta que a sociedade espera. O balanço social é um relatório contábil, que possibilita ao gestor tomar decisões e realizar comparações para identificar o nível adequado de aplicação de recursos nas áreas sociais: emprego, saneamento, educação, saúde. A entidade pública municipal, que tem como principal objetivo o bem-estar da sociedade em que atua, tem no balanço social uma forma de divulgar as ações sociais de seus gestores de forma transparente e responsável. O trabalho buscou evidenciar a responsabilidade social do gestor público, e, além da revisão conceitual do assunto, utilizou-se o balanço social para evidenciar a materialização da referida responsabilidade e a forma de aplicação dos recursos mantidos sob o encargo da Prefeitura Municipal. A iniciativa da Prefeitura Municipal de Florianópolis é louvável e pioneira, contudo, apresentou algumas impropriedades para as quais se sugeriram melhorias. Ressalte-se que tanto o modelo como a análise extrapolam o campo financeiro para aplicarem dados quantitativos.

The aim of this research was to analyze the model of the social report, applying it to the public municipal direct administrative body, and to identify the potential benefits to the public body, of publishing the social report. The analysis was carried out on the Municipal Council of Florianópolis in Santa Catarina. This city was the first capital and the second municipality in Brazil to publish its social report. The basis for this report is found in the model of the Instituto Brasileiro de Análises Sociais e Econômicas (Brazilian Institute of Social and Economic Analyses), IBASE, adapting it to the reality of the city. A bibliographic review was also carried out to provide a basis for the analysis. This work has six chapters, which provide the theoretical and practical foundation, organized in a way that enables the reader to understand the proposed theme. The organizations form part of a highly competitive environment, and need to create strategies in order to survive. Applying social responsibility as a form of management can make this type of organization more efficient, since society demands high-quality services at low-cost, particularly low social cost. In this sense, the social report becomes a communication tool that enables the organization to provide society with the response it expects the social report is an accounting report that enables the manager to make decisions and carry out comparisons, to identify the appropriate level of investment of resources in the areas of society, jobs, sanitation, education and health. The public municipal body, whose principal objective is the well-being of the society in which it operates, has, in the social report, a form of communicating the social actions of its managers in a transparent and responsible way. This work sought to demonstrate the social responsibility of the public manager, as well as providing a conceptual revision of the subject. It uses the social report to demonstrate the materialization of this social responsibility and the way in which Municipal Council resources are used. The initiative of the Municipal Council of Florianópolis is commendable and pioneering, however, it shows some improprieties for which some improvements are suggested. It is stressed that both the model and the analysis extrapolate the financial field in order to apply quantitative data.
