Esta dissertação analisa os determinantes da distribuição dos recursos discricionários do orçamento federal entre as unidades da federação e testa o poder explicativo das teorias normativas do federalismo fiscal, das teorias congressistas, partidárias e eleitorais. As evidencias encontradas sugerem que não somente características econômicas e demográficas são importantes, mas também alinhamentos partidários entre os representantes e o comportamento do eleitorado na última eleição afetam a distribuição de recursos entre os Estados e o Distrito Federal.

This dissertation analyses the determinants of the allocation of the Brazilian voluntary federal expenses among the federative units and tests the capability of normative fiscal federalism, congressional, partisan and electoral theories to explain such allocation. The evidences show that not only economic and demographic characteristics are important, but also that party alignment between representatives and the last election electors behavior affect the allocation of federal resources among the States and the Federal District.
