Esta dissertação trata do programa de construção de moradias em regime de mutirão com autogestão, em São Paulo na década de 90 e nos dias atuais. Parte de uma reconstituição histórica da institucionalização da autoconstrução ocorrida em meados da década de 70, para analisar a instituição e consolidação do programa em suas várias gerações até os dias atuais. Aprofunda-se nas práticas do trabalho das Assessorias Técnicas, apresentando métodos, mitos e justificando uma relativa "crise de identidade". A cena dos anos 90 é apresentada em notas sobre as mudanças na sociedade civil, que ganha decisiva aparência no espaço público, e no Estado, sob o regime democrático e mais permeável a interlocuções. Essas notas cumprem também o objetivo de embasar as críticas ao programa. Quatro conjuntos habitacionais construídos ou em construção foram estudados visando ilustrar os argumentos que, por fim são sistematizados em possibilidades e limites contidos em análises de micro e macro escalas.

This dissertation leads with the public program of mutual-help and self-management housing, in São Paulo during the 90's. It starts with a history of self-built housing, in the 70's, to analyses the different generations of the public program until nowadays. Treats on the work developed by the Technical Assistance institutions, presenting methods, myths and justifying its "identity crisis". The 90's scene is presented as notes about the changes in the civil society, which appear definitely in the public space, and in the State, under the legal democracy and more favorable to dialog. These notes also aim to give basis to the program critics. Four housing estates built or in process of building were studied, in order to illustrate the points, which, in the end, are organized into its possibilities and limits within micro and macro scales of analysis.
