Esta pesquisa procura, a partir da obra Elevado Costa e Silva, Minhocão, discutir o processo de mudança de um lugar: quais os agentes e interesses envolvidos nessa mudança. Paralelo a esse desenvolvimento, relaciona o desafio apresentado quando se busca prever as condições de uso e inserção de uma obra no meio ambiente urbano, ao quadro de mudança constante das grandes cidades do chamado terceiro mundo. O trabalho exercita ainda, uma possível estratégia de aproximação do fenômeno que é a cidade, transformado em urbano, objeto de estudo e intervenção projetual.

The object of this research is to discuss the changing process of an urban environment through the placement of such a structure as the Elevado Costa e Silva, - which are the agents and interests involved in this intervention. Beside this line of development, it deals also with the challenge to forsee the using conditions and the effect of a project insertion in the everchanging relations of a Megalópolis in the so called Third World. This text operates with a possible approach strategy to the phenomenon the city, transformed in urban object of research and project.
