A pesquisa investiga a articulação entre plano e projeto urbano na metrópole de São Paulo, considerando a influência da rede de mobilidade. A hipótese é que no percurso do planejamento urbano em São Paulo, as questões de mobilidade foram o principal elemento dessa articulação, ao fundamentar e conduzir cenários de reestruturação propostos para a metrópole. Argumenta-se que essa articulação sofreu transformações no decorrer do tempo, com a substituição do papel decisivo desempenhado pela rede no âmbito do plano, pela gestão de instrumentos urbanísticos. Em termos metodológicos, foram analisados planos e projetos urbanos elaborados para a metrópole e para o município de São Paulo, desde as experiências e estudos pioneiros da Emurb e da Emplasa nos anos 70, até a proposição do Plano Diretor Estratégico em 2014 e do Plano de Desenvolvimento Urbano Integrado em 2018. Em função dessas leituras, foram identificados quatro processos, momentos-chave nos quais as relações entre o plano, o projeto e a rede sofreram importantes inflexões: a formulação de instrumentos urbanísticos (1973-1976); a transição entre o protagonismo da rede e a operação do que foi denominado projeto-instrumento (1983-1991); a rearticulação entre a rede e o projeto urbano (2001-2012); e a integração do projeto-instrumento no plano (2014-2018). Concluiu-se que a conformação do projeto-instrumento e sua integração ao plano impôs ao urbanismo a difícil tarefa de elaborar propostas de reestruturação urbana por meio de uma sintaxe que dialoga com as vantagens locacionais da rede, mas não interfere em seu planejamento, ainda que o arranjo espacial da rede de mobilidade continue a ser decisivo para a transformação e a qualificação do território.

This research discusses the connection between urban plan and project in the metropolis of São Paulo and the correlation with the mobility network. The hypothesis is that mobility issues were the main contributor to this connection, by providing the foundation and driving restructuring scenarios for the metropolis. It is argued that this connection has been transformed over time, with the replacement of the crucial role played by the mobility network, by the management of urban instruments. In terms of methodology, urban plans and projects for the metropolis and the municipality of São Paulo were analyzed, from the pioneering experience of Emurb and Emplasa in the 70s to the 2014 Strategic Master Plan and the 2018 Integrated Urban Development Plan. Giving this readings, four processes were identified, key moments in which the relation among urban plan, project and mobility network has changed: the elaboration of planning instruments (1973-1976); the transition from the mobility network leading role to what we have defined as project-instrument (1983-1991); the rearticulation between the mobility network and urban project (2001-2012); and the project-instrument integration to the plan (2014-2018). As a result, the study demonstrates that the project-instrument and its integration to the plan impose to urbanism the challenge of elaborating urban restructuring proposals through a syntax that dialogues with the mobility network locational advantages without interfering in its planning, despite the relevance of the mobility spatial arrangement to the territorial development.
