A habitação social, tema central na configuração da cidade é um fator essencial à sustentabilidade. O processo de crescimento e de transformação da cidade esteve sempre condicionado por fatores políticos, sociais, econômicos e culturais, sendo a própria cidade um retrato fiel destas condições. Propor uma cidade sustentável requer a superação de um modelo de uso e ocupação do solo que tem segregado a população em classes, reservando a boa cidade aos ricos e a periferia desqualificada aos pobres. Requer também a restauração do meio-ambiente urbano, propiciando que natureza e civilização coexistam em harmonia. O desrespeito aos princípios que regem os processos naturais na ordenação do espaço construído tem nos levado a tragédias sociais e ambientais, estas por sua vez demonstram os equívocos a serem corrigidos na definição de um novo paradigma. A totalidade da sociedade humana, suas atividades e artefatos devem compor-se com a natureza, o descuido de uma parte fatalmente afetará sua totalidade. Assim pode-se concluir que patologia social é desequilíbrio no ecossistema urbano. Desenvolvimento sustentável requer inserção social, erradicação da pobreza e a substituição de uma ética antropocêntrica por uma ética biocêntrica. O projeto, que pela tradição moderna se baseou em princípios mecanicistas, tem que incorporar em seu bojo além de princípios sociais que já lhes são inerentes, os princípios da ecologia. Por esta perspectiva entende-se que a natureza penetra a cidade como infraestrutura, e ao fazer confronta-se com a infraestrutura tecnológica. Seguindo este princípio tomamos como base para a localização sustentável da habitação, respectivamente, as bacias hidrográficas e a rede de transporte metroviária. A primeira define o caminho para a reintrodução da natureza no meio ambiente urbano e a última direciona o desenvolvimento a uma otimização da mobilidade urbana. Esta integração de infraestruturas requer uma repaginação progressiva da cidade, mas, sobretudo, requer a integração de toda a sociedade neste processo. A partir desta reflexão sobre os princípios norteadores do projeto para habitação social, propomos nos dois últimos capítulos algumas diretrizes iniciais de um projeto para a micro-bacia do córrego do Itararé, no distrito da Vila Sônia, na cidade de São Paulo. Um projeto ainda a ser desenvolvido em tese de doutoramento, como continuidade a este presente trabalho.

Social housing, a central theme in the configuration of the city is a key factor to sustainability. The process of growth and transformation of the city has always been conditioned by political, social, economic and cultural factors, the city itself is an accurate portrayal of these conditions. The proposal of a sustainable city requires overcoming a model for use and occupation of land that has segregated the population into classes, allowing the good city for the rich portion of the population and disqualified periphery to the poor. It also requires the restoration of the urban environment, ensuring that civilization and nature coexist in harmony. Failure to comply with the principles governing the natural processes in the ordering of the built environment has led to social and environmental tragedies; these in turn evidence mistakes to be adjusted in the definition of a new paradigm. The whole of the human society, its activities and artifacts should be at balance with nature; the neglect of one part inevitably affects its entirety. Thus we can conclude that social pathology is an imbalance in the urban ecosystem. Sustainable development requires social inclusion, poverty eradication and replacement of anthropocentric ethics for biocentric ethics. The project, which in the modern tradition is based on mechanistic principles, must incorporate in its core not only the social principles that are already inherent in itself, but also the principles of ecology. From this perspective it is understood that nature penetrate the city as infrastructure, and in doing so confronts itself with technologic infrastructure. Following this principle we take as a basis for the sustainable location of housing, respectively, hydrographic basins and the subway transportation network. The first sets the path for the return of nature in the urban environment and the latter directs the development to an optimization of urban mobility. This integration of infrastructure requires a gradual redesign of the city, but especially requires the engagement of society as a whole in this process. From this reflection on the guiding principles of design for social housing, we propose in the last two chapters some initial guidelines for the design of a micro-basin of the Itararé stream in the district of Vila Sonia, in Sao Paulo. A project to be developed in a doctoral thesis, as a continuity of this paper.
