A presente pesquisa identifica a existência de duas matrizes de planejamento urbano no âmbito institucional do Município de São Paulo: uma apoiada no desenvolvimento de projetos urbanos em territórios reconhecidos como estratégicos e outra apoiada no zoneamento, com a regulação extensiva de todo o território da cidade. Além de caracterizar essas duas matrizes e de examinar sua gênese, o presente trabalho analisa como ocorreu seu desenvolvimento nas dimensões teórica e prática no Município de São Paulo, a partir de 1972, quando foi aprovada a primeira Lei Geral de Zoneamento da cidade. A hipótese inicial da pesquisa era que a matriz apoiada nos projetos urbanos teria existido eminentemente no campo das ideias, enquanto a matriz do zoneamento teria existido na prática. O trabalho demonstra que de fato essa hipótese esse confirmou, ao mesmo tempo em que revela que, ao longo do tempo, mais especificamente a partir da aprovação do Estatuto da Cidade em 2001, ambas as matrizes foram sendo formuladas e implementadas com maior integração, sinergia e complementariedade entre si, especialmente no que se refere à sua relação com o plano diretor. A pesquisa ainda examina como as duas matrizes contribuíram para a concepção da cidade planejada e para a concretização da cidade construída, aferindo o papel de cada uma. Por fim, o trabalho prospecta proposições para o desenvolvimento das duas matrizes como uma contribuição para o aprimoramento do planejamento urbano no Município de São Paulo.

The present research identifies the existence of two matrices of urban planning in the Municipality of São Paulo: one focused on the development of urban projects in strategic" and the other focused on the Zoning, with wide regulation of the entire territory of the city. In addition to characterizing these two matrices and examining their genesis, the present work analyzes how their development took place in the theoretical and practical dimensions in the Municipality of São Paulo, starting in 1972, when the city's first General Zoning Law was approved. The initial hypothesis of the research was that the matrix focused on the urban projects would have existed eminently in the field of ideas, while the matrix of zoning would have existed in practice. The work demonstrates that, in fact, this hypothesis was confirmed, while it reveals that, over time, more specifically from the approval of the City Statute in 2001, both matrices were formulated and implemented with greater integration, synergy and complementarity between each other, especially with regard to its interface with the master plan. The research also examines how the two matrices contributed to the conception of the planned city and to the realization of the built city, assessing the role of each one. Finally, the work prospects propositions for the development of the two matrices as a contribution to the improvement of urban planning in the Municipality of São Paulo.
