Rodovias são construídas para dar mobilidade a pessoas e bens, possibilitar a oferta de serviços de transporte e assim promover crescimento econômico e desenvolvimento da sociedade. Empregam recursos elevados e é importante que ofereçam benefícios superiores aos investimentos. Construir, manter e operar rodovias de maneira econômica para a sociedade é atividade complexa que exige gestão adequada de um conjunto complexo de atividades. É necessário haver conhecimento, tecnologia, recursos e habilidades para gerência. De modo geral são os órgãos públicos encarregados de administrar rodovias que se responsabilizam pela eficiência global do investimento. Neste trabalho examina-se a evolução do processo de construção, manutenção e reconstrução de rodovia nos Estados Unidos e no Brasil e apresenta-se uma visão abrangente sobre atividades de gestão nas rodovias. São analisados fatores institucionais, técnicos, administrativos, operacionais, econômicos, financeiros, políticos, sociais e mesmo culturais que têm efeito sobre a eficácia e eficiência das ações relacionadas a rodovias. É analisada também a prática da concessão de rodovias que vem sendo empregada no país, e seus efeitos. Embora não sejam oferecidas soluções a problemas específicos, o texto identifica e expõe as questões essenciais sobre o tema e aponta caminho para novas investigações

Abstract in English
Highways are constructed to facilitate the transportation of people and goods, to provide options for transport services and thus to promote economical growth and development of society. Construction and maintenance of highways require significant amount of resources and so it is expected that they lead to benefits in accordance to the investment objectives. Construct, maintain and operate highways in an economical manner, in accordance with social interests, is an intricate task, requiring appropriate management of a set of complex activities. Resources, knowledge, technology and skills are mandatory to adequately manage highways. As a general rule, public institutions responsible for managing highways are also in charge of the global efficiency of the investments. The main objective of this research is to assess the evolution that has taken place in the process of construction, maintenance and reconstruction of highways in the United States and in Brazil and to present a comprehensive approach to highway management. Institutional, technical, managerial, operational, economical, financial, political, social and even cultural aspects are weighed out as factors with substantial effect over the efficiency of actions related to highway management. This research also includes an evaluation of the recent Brazilian policy of highway concessions and its effects. Despite the fact that solutions to specific problems are not provided, the research identifies anddiscusses basic questions on the subject and suggests directions for future investigations
