No Brasil, um dos grandes desafios para o enfrentamento do problema dos resíduos sólidos está no campo da gestão. É urgente a definição de uma política para o setor, envolvendo os três níveis de governo (federal, estadual e municipal), considerando questões ambientais, tecnológicas, sociais e econômicas. O compromisso com a gestão dos resíduos deve envolver setores públicos, iniciativa privada e segmentos organizados da sociedade civil. Esta pesquisa propõe um desenho básico de modelo de gestão de resíduos sólidos domiciliares, que resulta da análise da prática internacional e da situação brasileira, tomando como referência o espaço físico-territorial e institucional da Unidade de Gerenciamento de Recursos Hídricos (UGRHI-5), formada pelas bacias dos rios Piracicaba, Capivari e Jundiaí. Considera-se que as UGRHIs, apesar de terem sido criadas recentemente para buscar soluções para os problemas relativos aos recursos hídricos no Estado de São Paulo, reúnem também as condições necessárias para comportar em seu âmbito de atuação a questão dos resíduos sólidos

Abstract in English
One of the major challenges to cope with the solid waste problems in Brazil is in the management field. It has become urgent the defmition of a policy for this area involving the three leveis of Government - the federal, the state and the urban community - taking into account the environment issue as well as the technological, economical and social ones. The commitment with the management of the waste must involve the public sectors, the private enterprises and the organized segments of the society. This research has proposed a basic lay-out for the management model of the domestic solid waste, wich has ensued from the analysis of the intemational practice, and also from the Brazilian situation, taking as reference the phisical-territorial and institutional space of the Management Unit of Hydric Resources (UGRHI-5), formed by the basins of the Rivers Piracicaba, Capivari and Jundiai. The UGRHIS, in spite of having been recently created, to search a solution for the problems related to the Hydric Resources in the state of São Paulo, are considered to gather the necessary conditions to contain in its field o f action, the issue of the solid waste.
