A dissertação busca entender, através da pesquisa em três pequenas empresas do ramo metalúrgico na cidade de Ribeirão Preto, a forma de participação dos indivíduos que detêm o poder nos três níveis hierárquicos da organização e se a tomada de decisão individual é compatível com a literatura encontrada. Esse trabalho inicia-se com a identificação dos níveis hierárquicos, as habilidades necessárias e as funções específicas de cada nível administrativo. Em seguida, são identificados os dois modelos individuais, os estilos, os métodos e as técnicas de tomada de decisão. O próximo passo é identificar como o sistema de administração, o nível de motivação, o estilo de liderança, o meio de informação utilizado e as restrições ocorrem e influem na organização. Por tratar-se de um estudo exploratório, foi adotado o método de pesquisa qualitativa de multicasos, envolvendo um total de três empresas. Como contribuição, conclui-se que a tomada de decisão na pequena empresa é centrada no empresário, mesmo que, em alguns momentos, estes deixem parecer que são compartilhadas com os demais participantes. Que a ausência do planejamento é um agravante na tomada de decisão no dia-a-dia, não se pode negar. O conhecimento teórico sobre administração e o uso de suas técnicas pelas pessoas que tomam decisões fazem realmente a diferença entre as empresas que as utilizam das que não as conhecem ou, mesmo conhecendo, não fazem o uso delas. Embora deva-se alertar para os limites desta pesquisa, por tratar-se apenas de três casos, ficou claro que muitas subvariáveis podem vir a ser mais exploradas para que conclusões mais apuradas possam surgir

This dissertation aims at understanding, through the research in three small metallurgical enterprises in Ribeirão Preto city, the participation way from the persons who own the power in the three hierarchical levels and if the individual decision is consistent with the literature that was found. This research initiates identifying the hierarchical levels, the necessary habilities and the specific functions related to each administrative level. Then, two individual models are identified as well the styles, the methods and the techniques used for decision. The next step is to identify how the administrative system, the level of motivation, the style of leadership, the way of information used, the restrictions occur and induce in the organization. Considering this research an exploratory study, the method of qualitative research of multicases was adopted, including three enterprises. Aiming at contributing, was concluded that the decisions in the small company is focused in the entrepreneur, even though, in some moments, it seems the other participants are involved. It can not be denied that the absence of planning is an intensifier for decisions on the routine procedures. The theoretical Knowledge on administration and the use of their techniques by persons who are responsable for decisions are surely the difference, comparing with the companies that use or not these techniques. Sometimes the knowledge is not sufficient to adopt the techniques. An alert for the limits of this research is necessary, considering only the three companies but, it is clear that many subvariables provide more exploration in order to improve the conclusions
