Este estudo tem como objetivo avaliar a qualidade habitacional de apartamentos em edifícios de três a quatro pavimentos ofertados para estudantes universitários em São Carlos - SP, por meio da aplicação de métodos e técnicas de avaliação pós-ocupação (APO), com ênfase nos aspectos funcionais da habitação. A crescente população de universitários na cidade e as questões relacionadas às suas circunstâncias habitacionais justificam a importância de se avaliar as habitações em uso por este segmento, buscando-se extrair lições que subsidiem novos projetos e construções. A APO proposta dividiu-se em avaliação técnica e comportamental, tanto da unidade habitacional como das áreas comuns dos edifícios, abordando aspectos funcionais, construtivos e itens relacionados ao contexto urbano de São Carlos. Para aplicação da APO, foram utilizados três métodos: entrevistas, questionários junto aos moradores e observações de desempenho físico. Buscou-se caracterizar a ocupação das moradias ofertadas, avaliar o nível de satisfação dos estudantes com a habitação e identificar suas necessidades, além de verificar a adequação das construções às normas construtivas e a ocorrência de patologias. Os resultados obtidos estão apresentados na forma de tabelas de freqüências, gráficos e plantas que fundamentam as análises da pesquisa e possibilitam a exposição dos aspectos com desempenhos satisfatórios e insatisfatórios, tanto na visão dos usuários como da vistoria técnica. Os fatores avaliados insatisfatoriamente nas análises integradas fundamentaram as recomendações e sugestões de melhorias tanto para os edifícios e apartamentos avaliados como para futuros projetos semelhantes. Considera-se que os novos empreendimentos devem ser viáveis tanto do ponto de vista do mercado, como em relação às necessidades deste segmento, buscando o atendimento da satisfação dos usuários nos diversos aspectos da habitação. Trata-se de um levantamento inédito na cidade de São Carlos e, a partir da avaliação de edifícios em uso, são geradas informações úteis tanto para a definição de políticas públicas e de planejamento urbano como para o setor imobiliário do município, auxiliando no planejamento habitacional para este mercado específico.

This study intends to evaluate the habitational quality of apartments in buildings with three or four floors, offered to university students in the city of São Carlos, São Paulo, Brazil. Methods and techniques of POE - post occupancy evaluation - were used with emphasis on the functional aspects of the habitation. The growing population of university students in the city and the questions related to their housing circumstances justify the importance of evaluating the habitations used by this segment of the population, searching for lessons that may assist new projects and constructions. The POE proposal was divided into technical and behaviour evaluation of the habitational unity and the common areas of the buildings. Functional and structural aspects were approached, as well as items related to the urban context of São Carlos. In order to apply the POE, three methods were used: interviews, questionnaires applied to dwellers and walkthrough observations. We intended to characterize the occupation of the apartments offered, evaluate the students' satisfaction level concerning the apartments and identify their needs, besides verifying the adequation of the constructions in relation to their own patterns and the occurrence of pathologies. The results were presented in frequency tables, graphics and plans, which established the analyses of the research and allowed the exposition of the aspects with satisfactory and insatisfactory performance, taking into consideration the dwellers' point of view as well as the walkthrough observations. Factors that were evaluated as insatisfactory in the integrated analyses founded the recommendations and suggestions for the improvement of the buildings and the apartments evaluated, and also for the improvement of future similar projects. We consider that the new buildings must be viable from the market perspective, as well as in relation to the needs of this segment, searching for the users' satisfaction concerning the several aspects of the habitation. This survey is an original work at São Carlos and, from the evaluation of the buildings presently in use, useful information is generated for the definition of public politcs and for the urban planning, as well as for the estate market of São Carlos, helping the habitational planning to this specific market.
