Este trabalho versa sobre os efeitos das normas contidas nos artigos 54 caput, 54 parágrafo único e 55 da Lei nº 13.097/2015. Para tanto, foi feita um estudo da formação histórica do sistema registral imobiliário brasileiro, no aspecto de organização territorial inicial, bem como no jurídico, tendo como escopo as primeiras normativas sobre o Registro de Imóveis. Nesse sentido, importou analisar os institutos envolvidos no debate dos efeitos materiais do registro imobiliário, esclarecidos a partir do direito comparado e da jurisprudência do STJ acerca da aquisição pelo terceiro de boa-fé. Por fim, chegou-se ao exame e à interpretação dos próprios enunciados da lei que popularmente instituiu a "concentração dos atos na matrícula", buscando demonstrar se houve avanços nos sistema registral, tal como a adoção do princípio da fé pública.

This study is about the effect of the rules stated at Articles 54, 54 caput and 55 of the Act N. 13.097/2015. For this purpose a review of historical development of Brazilian Real Estate Registry has been performed, in both aspects, initial territorial organization and legal acts, concerning the first regulation on Real Estate Registry. Approaching these terms, it was important to annalyse the legal concepts involved at the debate related to the material effects of Real Estate registration, elucidated from comparative Law and from STJ jurisprudence referring to the good faith third parties acquisition. At last, it was examinated the terms of the wording of the rules popularly known as "concentration of the acts in the Real Estate Registry", looking forward to demonstrating whether there were advances in Real Estate Registry, such as the adoption of the public faith principle establishment.
