Este trabalho analisa os mecanismos participativos de gestão dos recursos naturais previstos para a execução de políticas ambientais. De forma específica, pretende estudar a participação da sociedade civil na governança dos recursos hídricos, tendo por objeto os Comitês de Bacias Hidrográficas. A construção de um modelo de governança pública com base na descentralização e heterarquia possibilitou a inclusão de novos sujeitos sociais para participarem dos processos decisórios, o que também ocorreu no âmbito da gestão dos recursos naturais. Com efeito, diversas políticas ambientais preveem a utilização de mecanismos de participação da sociedade civil em órgãos colegiados, como a política de recursos hídricos, por meio dos Comitês de Bacias Hidrográficas. Porém, em que pese a previsão normativa, estes modelos participativos em políticas ambientais podem apresentar desajustes que dificultam a participação da sociedade o que, por consequência, pode comprometer o alcance de seus objetivos no que tange à governança sustentável dos recursos ambientais. Por exemplo, a especialização dos debates e dificuldades procedimentais dentro dos espaços participativos em políticas ambientais são alguns dos desafios a serem superados. Há, também, questões ligadas à composição dos órgãos colegiados e à transparência com relação à sociedade. Por isso, é necessário compreender o funcionamento dos mecanismos de participação social nas políticas ambientais e, além disso, verificar os elementos jurídicos necessários para corrigir eventuais problemas e vícios nos canais participativos, com maior transparência e responsabilidade. Neste ponto, a observação empírica permitiu identificar adequações para os mecanismos de participação social nas políticas ambientais, no que tange a aspectos procedimentais, institucionais e de relacionamento dos órgãos colegiados com a sociedade. Desta forma, pretende-se que a sociedade civil tenha condições de participar de forma mais ativa para a gestão dos recursos ambientais e para a sua utilização sustentável.

This research analyzes the participatory mechanisms for the management of natural resources foreseen for the implementation of environmental policies. Specifically, it intends to study the participation of civil society in the governance of water resources, through the Watershed Committees. The construction of a model of public governance based on decentralization and heterarchy enabled the inclusion of new social subjects to participate in the decision-making processes, which also occurred within the scope of natural resources management. Moreover, several environmental policies foresee the use of civil society participation mechanisms in collegial bodies, such as water resources policy, through the Watershed Committees. However, in spite of the normative forecast, these participatory models in environmental policies can present maladjustments that hinder the participation of the society which, consequently, can compromise the reach of its objectives with respect to the sustainable governance of environmental resources. For example, the specialization of debates and procedural difficulties within the participatory spaces in environmental policies are some of the challenges to be overcome. There are also issues related to the composition of collegiate decision-makers and to transparency with respect to society. Therefore, it's necessary to understand the mechanisms of social participation in environmental policies and, in addition, to verify the legal elements necessary to correct any problems and vices in the participatory mechanisms, with greater transparency and accountability. At this point, the empirical observation made it possible to identify adequations for the mechanisms of social participation in environmental policies, in terms of procedural, institutional and relationship aspects of collegial bodies with society. In this way, it is intended that civil society will be able to participate more actively in the management of environmental resources and their sustainable use.
