Os Tribunais Administrativos de Organizações Internacionais constituem fenômeno pouco estudado, inclusive no Brasil, ainda que não sejam tão recentes do ponto de vista histórico. Conforme a literatura especializada quis crer, o novo Sistema de Justiça Administrativa da Organização das Nações Unidas, que remonta a 2009, inspiraria mudanças importantes, em conformidade com a consecução dos direitos fundamentais, junto aos demais Tribunais Administrativos internacionais. A realidade, contudo, tem demonstrado que a aparente evolução do chamado Direito Internacional Administrativo não é um processo linear, mas sim permeado por marchas e contramarchas, em meio ao qual a propalada referência modelar emanada do modelo onusiano tem se processado de maneira tímida, reticente. Mais que tudo, a verdade é que a consolidação de cada um dos Tribunais Administrativos das Organizações Internacionais revela percursos solitários, pouco permeáveis aos influxos de seus pares.

The Administrative Courts of International Organizations are a little studied phenomenon, including in Brazil, although they are not so recent from a historical point of view. As the specialized literature wanted to believe, the new United Nations Internal Justice System, which dates back to 2009, would inspire important changes, in accordance with the achievement of fundamental rights, together with other international Administrative Courts. Reality, however, has shown that the apparent evolution of the so- called International Administrative Law is not a linear process, but characterized by marches and counter marches, in the midst of which the vaunted model reference emanating from the United Nations model has been processed in a timid, reticent way. More than anything, the truth is that the consolidation of each of the Administrative Courts of International Organizations reveals solitary paths, little permeable to the influences of their peers.
