É urgente saber como o tema dos valores se relaciona com a ideia de cultura. Os reflexos dessa relação podem ser vistos no sentido que atribuímos à arte, à identidade, à alteridade, à diversidade, ao espaço público, à política, à educação, à religião, ao mercado e ao entretenimento. Levando em consideração esse contexto, elaboramos a seguinte hipótese: a cultura pode ser entendida pela maneira como lidamos com os valores. Amparados pela política cultural como campo de conhecimento multidisciplinar, este trabalho dá início à elaboração de um mapeamento conceitual sobre a relação entre cultura e valor. A metodologia utilizada centra-se na reflexão crítica de modelos culturais que se consolidaram por intermédio da legitimação de valores que interessam a determinados grupos. Nosso intuito não é compreender culturas específicas; miramos no desmonte da colonialidade da cultura, isto é, na análise de como forças dominantes se valem dos valores para impor uma ideia de cultura e, assim, ampliar seus poderes e influência. Vale dizer que as obras de arte mencionadas nesta tese sustentam nossas reflexões e possuem o mesmo peso de qualquer outra referência teórica. A conclusão é que a cultura não é tudo, mas ela está em tudo. Este trabalho é, sobretudo, um alerta sobre a importância de nos lançarmos no universo dos valores para que, assim, a cultura figure no centro do debate contemporâneo. It is urgent to know how the theme of values relates to the idea of culture. The reflections of this relationship can be seen in the sense that we attribute to art, identity, otherness, diversity, public space, politics, education, religion, market, politics and entertainment. Considering this context, we elaborated the following hypothesis: culture can be understood as the way in which people deal with values. Supported by cultural policy as a multidisciplinary field of knowledge, this work begins the elaboration of a conceptual mapping on the relationship between culture and value. The methodology used is centered on the critical reflection of cultural models that were consolidated through the legitimation of values that are of interest to certain groups. We consider that the change of paradigms in the history of culture can be seen in the treatment given to values. Our aim is not to understand specific cultures; we aim at dismantling the coloniality of culture, that is, at analyzing how dominant forces use values to attribute meaning to culture and, thus, expand their powers and influence. It is worth remembering that the works of art mentioned in this thesis support our reflections and have the same weight as any other theoretical reference. The conclusion is that culture is not everything, but it is in everything. This work is, above all, a warning about the importance of launching ourselves into the universe of values so that culture is at the center of the contemporary debate.
