As frequentes inundações em São Paulo são assunto certo no período de chuvas todos os anos. Para tentar amenizar as enchentes da Região Metropolitana de São Paulo, o Governo do Estado, em meados de 1998 deu início às obras de aprofundamento da calha do rio Tietê. O DAEE, Departamento de Águas e Energia Elétrica de São Paulo, responsável pelas obras, dividiu o empreendimento em dois trechos, denominados de "fase I" e "fase II". O material dragado do rio Tietê, proveniente do trecho da "fase II", classificado como inerte, segundo a norma NBR 10004, seria utilizado para aterrar a Lagoa de Carapicuíba. Denúncias na imprensa da ocorrência de disposição de material irregular no aterro, levantou a dúvida sobre o tipo de material que realmente estava sendo disposto na Lagoa. Assim, o presente trabalho, através do ICTR - Instituo de Ciência e Tecnologia em Resíduos e Desenvolvimento Sustentável, caracterizou o material dragado do rio Tietê em relação às Normas NBR 10004, 10005 e 10006, concluindo que houve disposição de material classe II - não inerte na Lagoa de Carapicuíba, devido à presença dos metais pesados: cromo total, chumbo, cádmio e dos organoclorados heptacloro e heptacloro Epóxido, em concentrações acima do permitido pela norma NBR 10004. A CETESB e o Instituto Ambiental 21 também analisaram amostras do material depositado na Lagoa de Carapicuíba. A comparação dos resultados obtidos pelo ICTR, CETESB e Instituto Ambiental 21 constatou a deposição de material Classe II - não inerte, no aterro da Lagoa de Carapicuíba.

Floods are very common during the raining season in São Paulo. In order to mitigate the Tiete River overflow in the Metropolitan area of São Paulo, the State govern, during the early 1998, started the Tiete´s River bottom dredging. The Department of Water and Electricity of the São Paulo State (DAEE - Departamento de Águas e Energia Elétrica de São Paulo), which is responsible for the work, divided the river in two segments, named "phase I" and "phase II". The dredged material from the bottom of the river, derived from "phase I" and "phase II", which is inert according to NBR 10004/87, would be disposed in the Carapicuíba Pond as a kind of inert material landfill. A NGO claimed the fact of an irregular disposition in the Carapicuíba Pond of the material dredged from the Tietê River, this fact was investigated by CETESB, Instituto Ambiental 21 and more recently by ICTR - Institute of Science and Technology on Wastes and Sustainable Development (Instituto de Ciência e Tecnologia em Resíduos e Desenvolvimento Sustentável). Therefore, the present study aims to characterize, through the ICTR, the sediments disposed in the Carapicuíba Pond and to discuss the results obtained by ICTR, Instituto Ambiental 21 and CETESB. The materials were collected through a vertical probe placed in 5 points on the surface of the landfill and another position between the river and the deposit. The 33 samples collected were characterized according to NBR 10004/87, 10005/87, 10006 and 10007/87. The occurrence of urban wastes in the sediments was observed. Most part of the samples presented at least one parameter (Cr, Cd, Pb, heptachlor and heptachlor epoxy) above the limits to be considered an inert material according to NBR 10004/87. On the other hand, CETESB and Instituto 21 found Fe, Al and Mn, and also classified the material as class II according to NBR 10004/87.
