Os recursos fósseis se constituiram em importante instrumento de politica nuclear no pós-guerra. Através de seu controle, os Estados Unidos procuraram manter a hegemonia da tecnologia nuclear, politica que influenciou nas diretrizes nacionalistas traçadas para o setor nuclear brasileiro em 1951. Essas diretrizes, enfatizaram o papel estratégico dos recursos fósseis em detrimento de seu valor de mercado, impedindo que fossem aproveitados enquanto o país não dispusesse de tecnologia nuclear e não dominasse o ciclo do combustível. Somente em 1988, com a criaçãao da Uranio do Brasil, as atenções voltaram-se para o mercado internacional, atualmente desfavorável aos produtores. Mas essa situação não deve persistir. A se configurar o deficit previsto de 62600 toneladas u, até o ano dois mil, os estoques estarão reduzidos a menos de dois anos de consumo da capacidade nuclear instalada, exigindo investimentos na produção. Assim, novas oportunidades apresentar-se-ão nos anos noventa. Para aproveita-las, o Brasil deverá desmitificar a importância estratégica do uranio para o pais, e atrair investimentos na sua exploração e produção.

In the post-war era fissionable material has constituted na important instrumento f nuclear politics. Through its control the United States hás endeavoured to maintain the hegemony of nuclear thechnology, a policy which influenced nationalistic guidelines drawn up for the Brazilian nuclear sector in 1951. These guidelines emphasized the strategic role of fissionable material in detriment to its market value, preventing its use until such time that the country possessed nuclear technology and had dominated the fuel cycle. Only in 1988, when the Brazilian Uranium Co. (Urânio do Brasil) was formed, the attention return to the 8international market. At the present time this market is unfavourable to producers although this situation should not persist. If the déficit of 62600 tons U predicted by the year 2000 comes about, stocks Will be reduced to less than two years consumption of the installed nuclear capacity thus requiring investments in production. Therefore, new opportunities Will become available in the nineties. To take full advantage of them, Brazil should demystify the strategical importance of uranium and attract investments for its production.
