Esta tese propões uma metodologia para o planejamento e o projeto da base de modelos quantitativos para auxilio à decisão em organizações, que trata três questões associadas. 1- assegurar a integridade sistêmica das decisões apoiadas pelo modelos, isto é, minimizar sub-ótimos; 2- identificar e explorar oportunidades de modelagem na organização; 3- garantir sua evolução e aprimoramento, auxiliando o aprendizado organizacional. A metodologia utiliza uma série de ferramentas e conceitos aqui desenvolvidos, como o módulo de decisão, a escada de abstração, a taxonomia de interações entre decisões, a trajetória tecnológica para modelos de decisão e o ciclo iterativo análise-síntese. Além disso, desenvolvimentos de conceitos anteriores, como o modelo topológico e a complementaridade dos enfoques hard e soft, foram empregados. Um saco em uma empresa de produtos panificados é montado para ilustrar o emprego da metodologia e detalhar cada etapa. A logística de distribuição é objeto do exemplo e um plano diretor de modelos quantitativos é desenvolvido.

This dissertation proposes a new methodology for planning and designing a base of decision aiding quantitative models in organizations. This methodology deals with three different issues: 1- to secure the systemic integrity of model aided decisions, or to minimize suboptimal decision making; 2- to identify and exploit modeling opportunities in organizations; 3- to ensure their evolution, aiding organizational learning. The methodology employes a set of tools and concepts specifically developed, such as the decision module, the abstraction ladder, a taxonomy for decision interactions, the technological path of decision support, and the iterative cycle of analysis-sinthesis. Complementarly, developments of former tools and concepts, like the topological model and the hard-soft approaches, had been built. A case of a breadmaking company had been developed to illustrate the methodology and the dynamics of each step. The logistics function of physical distribution is evaluated, and a director plan of quantitative models is developed.
