A partir de um estudo de caso sobre o intercâmbio de discos folclóricos entre a Discoteca Pública Municipal (DPM), vinculada à Divisão de Expansão Cultural do Departamento de Cultura do Município São Paulo e a Divisão de Música da Biblioteca do Congresso em Washington (LOC) durante o período da Segunda Guerra Mundial, pretende-se estudar objetos e práticas sonoras ligados à fonografia como mediadores de trocas, circulações e transferências culturais e tecnológicas. Sob incentivo da Política da Boa Vizinhança e financiamento do Fundo de Emergência de Guerra do Departamento do Estado dos Estados Unidos, o convênio entre as duas instituições promoveu não apenas a troca de material fonográfico sobre música das Américas a ser apreciado pelos meios científicos e artísticos, mas também teria favorecido um intercâmbio de conhecimento tecnológico em um momento em que países da América estavam engajados formação de arquivos sonoros de música folclórica. Nesse contexto, a gravação, conservação e difusão da música folclórica em discos de acetato em 78 rpm seriam importantes ferramentas para construção de imaginários sonoros de identidades coletivas. Buscaremos entender em que medida o intercâmbio foi considerado uma "emergência de guerra" pelo governo dos Estados Unidos e como o projeto da Discoteca Pública Municipal, idealizado por Mário de Andrade e dirigido por Oneyda Alvarenga, teria se beneficiado com a parceria, apesar da recusa inicial revelada na correspondência analisada. A pesquisa partirá da hipótese de que, apesar da aparente resistência em integrar o projeto do governo norte-americano, a instituição paulistana aceita o convênio pelos benefícios tecnológicos que garantiriam a preservação e difusão do material fonográfico no território nacional.

From a case study on the exchange of folk records between the Discoteca Pública Municipal (DPM), linked to Departamento de Cultura de São Paulo and the Music Division of the Library of Congress in Washington (LOC) during the period of the World War II, it is intended to study sound objects and practices related to phonography as mediators of cultural and technological exchanges. Under the auspices of the Good Neighbor Policy and funding from the War Emergency Fund of the US State Department, the agreement between the two institutions not only promoted the exchange of phonographic material on music from the Americas to be appreciated by scientific and artistic media, but it would also have favored an exchange of technological knowledge at a time when countries in America were engaged in the formation of sound archives of folk music. In this context, the recording, conservation and diffusion of folk music on acetate discs at 78 rpm would be important tools for the construction of sound imaginary of collective identities. We will seek to understand to what extent the exchange was considered a "war emergency" by the United States government and how the Municipal Public Discoteque project, designed by Mário de Andrade and directed by Oneyda Alvarenga, would have benefited from the partnership, despite the initial refusal revealed in the correspondence analyzed. The research will start from the hypothesis that, despite the apparent resistance to integrate the US government project, the Sao Paulo institution accepts the agreement for the technological benefits that would guarantee the preservation and diffusion of phonographic material in Brazil.
