Esta pesquisa investigou a experiência de luta popular pela criação da Universidade Federal da Fronteira Sul (UFFS), tendo como foco o campus de Erechim. Para a compreensão do problema, buscou-se analisar a constituição do ensino superior e da universidade no Brasil pelo prisma da economia política, dialogando com elementos da teoria da dependência marxista e a análise da implementação das políticas neoliberais no Brasil, resultantes do processo de mundialização do capital. Buscando a aproximação com o objeto, a pesquisa voltou-se para a compreensão do ensino superior na região em análise. Por meio de uma abordagem histórica, econômica e social, evidenciou-se a coerência entre a constituição dessa modalidade de ensino e o desenvolvimento capitalista tardio e dependente da região em relação ao cenário nacional. Nesse sentido, a criação da UFFS aparece como resultado da luta popular dos movimentos sociais, colocando-se como contra tendência ao processo de mundialização capitalista no ensino superior nacional e regional. A pesquisa registra também a atuação dos movimentos sociais, seus desafios e contradições e sua interferência na atual configuração e atuação da Universidade. Enquanto método de interpretação da realidade, este trabalho orienta-se pela apreensão dialética, na qual as dimensões da totalidade da mudança e das contradições, embasam as reflexões feitas no decorrer do estudo. A pesquisa de ordem qualitativa teve como principal fonte a coleta de dados por meio da realização de entrevistas semiestruturadas, complementadas por dados coletados no Arquivo Histórico do município de Erechim, em registros e documentos elaborados pelos movimentos sociais, anotações pessoais e documentos institucionais. Os resultados da pesquisa evidenciam que a UFFS constitui-se por meio de dois fatores principais: o contexto de relativa democratização do ensino superior e a luta popular dos movimentos sociais pela sua criação, o que a torna resultado de uma experiência que certamente incidirá na própria história do ensino superior brasileiro.

This research is investigation about investigated the experience of popular struggle for the creation of the Federal University of the Southern Frontier (UFFS), focusing on the Erechim campus. To understand the problem, we sought to analyze the constitution of higher education and the university in Brazil through the prism of political economy, dialoguing with elements of Marxist dependence theory and the analysis of the implementation of neoliberal policies in Brazil, resulting from the process of globalization of capital. Seeking the approach with the object, the research turned to the understanding of higher education in the region under analysis. Through a historical, economic and social approach, the coherence between the constitution of this type of education and the late capitalist development dependent on the region in relation to the national scenario was evidenced. In this sense, the creation of the UFFS appears as a result of the popular struggle of the social movements, opposing the process of capitalist globalization in national and regional higher education. The research also records the actions of social movements, their challenges and contradictions and their interference in the current configuration and performance of the University. As a method of interpretation of reality, this work is guided by the dialectical apprehension, in which the dimensions of the totality of change and contradictions support the reflections made during the course of the study. The qualitative research had as main source the collection of data through semi-structured interviews, complemented by data collected in the Historical Archive of the municipality of Erechim, records and documents prepared by social movements, personal annotations and institutional documents. The results of the research show that UFFS is constituted by two main factors: the context of relative democratization of higher education and the popular struggle of social movements for their creation, which is the result of an experience that will certainly focus on the history of Brazilian higher education.
