Este trabalho procurou discutir a formação inicial de professores, nos cursos de licenciatura em Pedagogia e Letras em Instituições de Ensino Superior (IES), considerando que esses profissionais deverão atender aos alunos surdos no contexto da educação bilíngue, onde a língua portuguesa-por-escrito (GRANNIER, 2007), precisaria ocupar o espaço de L2. Esses cursos estão no rol dos que devem oferecer a disciplina de Língua Brasileira de Sinais (Libras) em sua grade curricular, por força do Decreto n.º 5.626, de 22 de dezembro de 2005 (que regulamenta a Lei 10.436/2002, de 24 de abril de 2002. Essa legislação assenta que a educação de surdos deve ser bilíngue, o que exige profissionais com formação para esse contexto educacional, dentre os quais, necessariamente, o professor de português-por-escrito como segunda língua. A literatura do campo da surdez é rica em produções que versam sobre a educação de surdos e a língua de sinais. Contudo, foram localizados poucos trabalhos sobre a formação de professores para esse contexto de educação, sobretudo, focalizando o tratamento de português-por-escrito como segunda língua, recorte que problematizamos neste trabalho. Assim, procuramos responder à seguinte questão central: quais os principais desafios na formação inicial de professores para a educação básica, onde deverão atender alunos surdos em contexto de educação bilíngue, cenário em que o português deve transitar como segunda língua? Para responder à questão que propusemos, optamos por uma pesquisa do tipo bibliográfica (LUDKE; ANDRÉ, 1986), com o uso de fontes tanto do campo da surdez e da Libras, em que foram selecionados autores que se dedicam a estudos sobre surdos a partir de uma abordagem sócio-antropológica, e também da legislação pertinente sobre a educação de surdos e a educação especial. Também fizemos aproximações com autores do campo da Linguística Aplicada, que, nas línguas orais, discutem bilinguismo, educação bilíngue, português como segunda língua e, principalmente, formação de professores para o contexto de educação bilíngue. Assim, os resultados deste trabalho apontaram quatro desafios na formação inicial dos professores que atuarão na educação bilíngue de alunos surdos: 1.A formulação de diretrizes para a formação inicial com vistas a dotar o futuro professor de conhecimentos essenciais à sua boa prática docente com esse grupo de alunos. 2. Investir na construção de ações que visem a trabalhar as eventuais crenças que o professor pode ter sobre a (in)capacidade de aprendizagem desse aluno. 3. Pensar sobre instrumentos dos quais o professor pode lançar mão para desenvolver uma metodologia e materiais que venham a ser eficientes no ensino de português-por-escrito para o aluno surdo. 4. Trabalhar com esse futuro professor conhecimentos linguísticos suficientes, que possibilitem a sua reflexão sobre o estatuto da Libras. Concluímos que, além da inserção da disciplina Libras, não foram localizadas produções que informem sobre ações abrangentes que, eventualmente, as IES estejam promovendo, para formar professores que atenderão aos alunos surdos na educação bilíngue. E, embora a legislação tenha previsto a criação de tais cursos, também não foram localizadas informações de ações do MEC para que as IES cumpram essa previsão legal.

This dissertation aims to discuss the initial teacher education in the licentiate courses of Pedagogy and Languagesin higher education institutions, taking into account that these professionals will be required to attend to deaf students in a bilingual education context where Portuguese as a written language (GRANNIER, 2007) would need to occupythe space of a second language (L2). Such courses are among the ones whichhave to offer the discipline of Brazilian Sign Language (Língua Brasileira de Sinais Libras) as part of their curriculum, due to Decree no. 5626 of 22 December 2005 (adopting the regulation set out in Law no. 10436/2002 of 24 April 2002). This legislation assumes that deaf education must be bilingual, which requires more qualified professionals for this educational context, among whom, the teacher of Portuguese as a writtenlanguage is necessarily included. The literature in the field of deafness is rich in studiesthat refer to deaf education and sign language. However, few works referring to teacher qualification and training in this educational context have been found, especiallyones focusing on the treatment of written Portuguese as an L2 an aspect which we have problematized in the present dissertation. Therefore, we have tried to answer the following central question: What are the main challenges in the initial qualification and trainingof teachers who work in basic education, considering that they will have to attend to deaf students in a bilingual education context, a scenario where Portuguese must transit to the status of an L2?In order to answer the questionposed, we have decided to carry on a bibliographical research (LUDKE; ANDRÉ, 1986), making use of sources from the field of deafness as well as Libras. We have selected authors whose works are based on a socio-anthropological approach of deaf studies, and we have alsoincludedrelevant legislation about deaf and special needs education. Moreover, we have established comparisons with authors from the field of Applied Linguistics, who, in what concerns spoken languages, discuss bilingualism, bilingual education, Portuguese as an L2 and especially teacher qualification and training in a bilingual education context. Therefore, the results of this work have pointed to four challenges in the initial education of teachers who will work in the bilingual education of deaf students: 1.Formulating guidelines for the initial education in order to provide teachers with the essential knowledge that enables a successful teaching practice towards this group of students. 2.Investing in building actions that address the teachers potential belief in the (in)capacity of this student to learn. 3.Thinking about how to instruct the teacher about tools that he/she can utilize in order to develop efficient methodology and material for teaching Portuguese as a written language to the deaf student. 4.Working on enough linguistic knowledge with this future teacher in order to make him/her think over the status of Libras. We have reached the conclusion that, besides the inclusion of Libras as a discipline, we have not found any work which inform us about comprehensive actions that could have been taken by higher education institutions to qualify teachers who will attend to deaf students in the bilingual education. And, despite the legislation having provided the creation of such courses, we have not found information of actions taken by MEC which ensure that the higher education institutions comply with this legal provision.
