Esta dissertação estudou a reforma empreendida pela Universidade de São Paulo nos anos 1968 e 1969, no contexto da ditadura militar, mapeando os projetos em disputa dentro do Conselho Universitário da USP, órgão encarregado de fazer a reforma e adaptá-la às diretrizes definidas pelo governo federal. Para compreender esse processo foram utilizadas como fontes principais as atas das sessões, complementadas com entrevistas, documentos oficiais, do governo ou da universidade, leis e decretos. O trabalho foi focado nas sessões ordinárias e extraordinárias, cotejando a leitura com eventos externos ao Conselho. Foi possível identificar as forças políticas e as dinâmicas internas ao Conselho, grosso modo, dividido entre representantes das faculdades tradicionais e representantes das faculdades científicas. Além dessas divisões existentes, puderam ser identificados grupos mais progressistas e conservadores, defensores da autonomia universitária e um grupo mais próximo ao regime. De tais embates sobressai uma estrutura arquitetada pelo regime para executar a reforma controlada, articulando governo federal e estadual, órgãos como o Conselho Estadual de Educação, além de um vasto arcabouço legislativo e da colaboração direta dos membros do Conselho. Registrou-se o protagonismo de conselheiros raramente mencionados em estudos sobre o tema, e cujos nomes, falas e votos foram trazidos à luz neste trabalho. Este estudo pretendeu contribuir para a ampliação do conhecimento sobre os debates e os acontecimentos que marcaram a reforma universitária na USP e sua relação com o regime militar, mediante a consideração das nuances no comportamento dos agentes, que, especialmente em situações extremas, não se explicam mediante a aplicação de categorias binárias, tais como situação-oposição ou adesão-resistência.

This dissertation studied the reform undertaken by the University of São Paulo in 1968 and 1969, in the context of the military dictatorship, mapping the disputed projects within the University Council of USP, the body in charge of carrying out the reform and adapting it to the guidelines defined by the federal government. In order to understand this process, the minutes of the sessions were used as main sources, complemented with interviews, official documents from the government or from the university, laws and decrees. The work was done focusing on ordinary and extraordinary sessions, comparing the reading with events that do not belong to the Council. It was possible to identify the political forces and internal dynamics of the Council, roughly speaking, divided between representatives of traditional colleges and representatives of scientific colleges. In addition to these existing divisions, more progressive and conservative groups could be identified, defenders of university autonomy and a group closer to the regime. From such clashes, a structure devised by the regime to carry out the controlled reform emerges, binding the federal and state governments, bodies such as the State Council of Education, a vast legislative framework and the direct collaboration of Council members. It was recorded the protagonism of counselors rarely mentioned in studies on the subject, whose names, speeches and votes were brought to light in this work. This study intended to contribute to the expansion of knowledge about the debates and events that marked the university reform at USP and its relation with the military regime, by considering the nuances in the behavior of agents, which, mainly in extreme situations, cannot be explained through the application of binary categories, such as situation-opposition or adherence-resistance.
