Esta tese analisa o ciclo de desenvolvimento da política educacional em gênero e diversidade sexual desenvolvida no Brasil entre 2003 e 2018. Aplicando noções de poder e discurso em Foucault para o exame de políticas educacionais, a pesquisa investiga tanto sua produção quanto a sistemática reação que se lançou sobre ela, buscando compreender o lugar do debate sobre gênero e sexualidade nas escolas nos processos recentes de construção e desconstrução da democracia brasileira. Na primeira parte desta tese, são apresentados o desenho e a fundamentação teórico-metodológica da pesquisa. Na segunda, faz-se um breve resgate histórico que busca localizar essa política educacional no longo processo de produção do gênero e da sexualidade no Brasil, com especial foco nos investimentos do Estado. Na terceira parte, que foca no processo de produção dessa política educacional, são analisados seus antecedentes, suas principais ações, os agentes envolvidos na sua construção e o discurso pedagógico que produziram. Na quarta parte, dedicada à reação, são identificados os principais opositores ao debate de gênero e diversidade sexual na escola, suas táticas de ação e estratégias discursivas, buscando compreender como se articularam com os movimentos reacionários que marcaram a cena política brasileira nos últimos anos. Por fim, apontam-se indícios de como o debate em torno de questões de gênero e sexualidade na escola, em uma perspectiva da diversidade e dos direitos humanos, é fundamental para a construção da democracia no Brasil.

This thesis analyzes the cycle of the educational policy on gender and sexual diversity developed in Brazil between 2003 and 2018. Applying Foucault's notions of power and discourse to the analysis of educational policies, the research investigates both the production of this policy as the systematic reaction held against it, seeking to understand the place of the debate on gender and sexuality in schools in the recent processes of construction and deconstruction of Brazilian democracy. In the first part of this thesis, the design and the theoretical-methodological foundation of the research are presented. In the second, there is a brief historical review that seeks to locate this educational policy in the long process of gender and sexuality production in Brazil, with a special focus on State investments. The third part, which focuses on the production process of this educational policy, analyses its antecedents, its main actions, the agents involved in its construction and the pedagogical discourse they produced. The fourth part, dedicated to the reaction, identifies the main opponents of the debate on gender and sexual diversity at school, their tactics of action and discursive strategies, seeking to understand their connections with the reactionary movements that marked the Brazilian political scene in recent years. Finally, there are indications of how the debate around gender and sexuality issues at school, in a perspective of diversity and human rights, is fundamental for the construction of democracy in Brazil.
