Objetivo: Na cidade de Cubatão está implantado o maior polo sídero-petroquímico do país. A degradação ambiental decorrente da falta de política ambiental gera a necessidade de se entender o atual estado da arte do Gerenciamento Ambiental destas empresas, bem como, propor um modelo de gerenciamento ambiental baseado em ferramentas da qualidade, objetivo deste estudo. Método: O universo deste estudo constitui-se de 8 (oito) empresas que representam 81,63% do total de geração de resíduos do polo. Foram analisadas à luz da ISO 14.000 e com auxílio de ferramentas da qualidade (Histograma, Ishikawa, Diagrama de Árvore, Fluxogramas, Ciclo Deming), após aplicação de duas pesquisas e a partir do diagrama de árvore, montou-se a Matriz de Qualidade Ambiental, tendo por base o QFD (Desdobramento da Função Qualidade). Desta matriz, extraiu-se o modelo de Gerenciamento Ambiental proposto no trabalho. Resultados: Criou-se uma ONG (Organização não Governamental), o NPABS - Núcleo de Pesquisas Ambientais da Baixada Santista, para facilitar a troca de informações científicas entre pesquisadores e futura aplicacão do trabalho em um banco de dados. Aplicou-se a Tabela de Desdobramento da Qualidade Exigida, com base no diagrama de árvore, e suas interações com a empresa, seus funcionários e a comunidade, dando origem à Matriz de Qualidade Ambiental. Seus itens situados na horizontal são a base do modelo de gerenciamento ambiental proposto para evitar os impactos ambientais de produção e proporcionar qualidade de vida à população da Baixada Santista, já que pelos dados de Medrado Faria, a incidência de câncer aumenta à medida que a população se aproxima do polo industrial, estando relacionados às substâncias oncogênicas listadas pela IARC (Agência Internacional de Pesquisa em Câncer) e manufaturadas pelas indústrias de Cubatão. Conclusões: Entre outros aspectos, concluiu-se que, de maneira geral, há despreparo do polo industrial de Cubatâo na gestão ambiental e a Matriz de Qualidade Ambiental fornece os requisitos de qualidade que a sociedade, como cliente, exige de um produto virtual sustentável oriundo das empresas do polo. Este estudo recomenda a mudança de matriz energética da siderurgia de coque para hidrogênio, para evitar a contaminação pelo benzo(a)pireno, tóxico e mutagênico, além da inclusão desta matriz como política ambiental para o município de Cubatão, através de Lei Municipal.

Aim: The biggest sidero-petrochemical plant in the country is being implanted in the city of Cubatão, and the environmental degradation has ocurred as a consequence of a lack of an environmental policy, and as a result, makes it necessary to understand the current state of the art of the Environmental Management of these companies, as well as presenting a model of environmental managing based on quality instruments, the object of this study. Method: The sampling of this study is made up of eight companies which represent 81.63% (eight one point sixty three percent) of the total output of the plant residues. They were analized in the light of ISO 14000 and with the help of quality instruments (Cycle Deming, Ishikawa, Tree Charts, Flow Charts), after application and tabulation of the two researches, and starting with the tree chart, set up the matrix of environmental quality, having as its base the Deploying of Quality Function (Desdobramento da Função Qualidade - QFD). From this matrix has come the environmental model of management proposed in this work. Result: Two field researches were applied as well as the establishment of an Non Governmental Organization (Organização Não Governamental - ONG), the Environmental Research Nucleus of the Lower Santos Basin (Núcleo de Pesquisas Ambientais da Baixada Santista - NPABS), to ease the exchange of scientific information among researches and the future creation of a data bank. The Deployment of Quality Table demanded as a base on the tree chart, and its interactions with the company, its employess and the community, has created the Environmental Quality matrix. The items located on the side horizontal are the bases of the environmental management model proposed to avoid the environmental impacts of the production and to ofter quality of live to the population of the Lower Santos Basin, as the data given by Medrada Faria, the incidence of cancer increases as the population approaches the industrial center, and it is related to the cancerous substances listed by the IARC (Agência Internacional de Pesquisa em Câncer) and manufactured by the industries of Cubatão. Conclusions: Among other aspects, it concludes that, in general, the environmental administration and the Environmental Quality Matrix are unprepared to meet the prerequisites of quality that society, as a client, demands from a sustainable product derived from the companies of the industrial center of Cubatão. This study recomends a change of energy base of the steel mills from coke to hydrogen, as a means, as well as the including of this matrix as environmental policy for the municipality of Cubatão, by way of the city laws.
