Este trabalho pretende contribuir para o entendimento do fenômeno do poder na organização, aplicando o referencial teórico proveniente do estudo da Política para a leitura da realidade organizacional. Após breve revisão teórica sobre Política e sobre Empresa, apresenta-se o setor de atividades em que se desenvolve a organização estudada. A seguir são analisados dois diferentes mecanismos de poder. Para a discussão da correlação entre Política e planejamento organizacional, é escrita a história de um hospital, sobrepondo-se posteriormente este relato ao cenário onde a organização se desenvolve: o Brasil pós-revolução de 1964. O segundo plano de análise focaliza a correspondência entre planejamento organizacional e políticas de recursos humanos. A discussão das semelhanças e dessemelhanças entre políticas sociais e políticas de recursos humanos realiza-se através de três características básicas: funções, formas e base de formulação.

The aim of this study is to contribute to comprehension of the phenomenon of power within an organization by applying the theoretical framework of Political Science to interpret its organizational functioning. After briefly reviewing theories on Political Science and Business Management, the specific area in which the organization under study develops its activities is presented. Next, the story of the organization is unfolded and two different mechanisms of power are analysed. To discuss the correlations between Politics and organizational planning, the story presented is superimposed to the scenario in which this hospital acts, Brazil after the 1964 revolution. The second layer of analysis focuses on the correspondence between organizational planning and the human resources policies. The discussion on differences and similarities between social policies and human resources policies is carried out according to three basic characteristics: functions, forms and formulation basis.
