Essa dissertação propõe-se a analisar o processo de construção de ameaças e os movimentos de securitização do governo de Nicolás Maduro frente à Colômbia, discutindo as continuidades e mudanças ocorridas após o ano de 2016, quando se firma o Acordo de Paz do governo colombiano com à época maior guerrilha do país, as FARC. A hipótese da dissertação é que houve aumento de movimentos securitizadores pelo governo venezuelano, com a ampliação das percepções de ameaça, ou seja, mais agentes foram classificados como ameaça à Venezuela. Dessa forma, a dissertação pretende analisar sob a perspectiva da teoria da securitização dois períodos do governo venezuelano, o primeiro de 2013 a 2016 e depois de 2017 a 2021, apontando as continuidades e mudanças na segurança binacional e a percepção de ameaça venezuelana, as quais agregam ameaças estatais, como a interferência estadunidense pela Colômbia e o próprio governo de Iván Duque e a ameaças não-estatais, pelos grupos armados que operam principalmente na região fronteiriça. A metodologia do trabalho é a análise de estudos de casos em duas perspectivas, a de análise de discurso e de análise de conteúdo. Ao final, concluiu-se que a hipótese de que houve aumento de movimentos securitizadores pelo governo venezuelano, com a ampliação das percepções de ameaça foi comprovada, pois mais agentes, tanto estatais como não-estatais, foram classificados como ameaças.

This dissertation aims to analyze the process of construction of threats and the securitization movements of the government of Nicolás Maduro against Colombia, discussing the continuities and changes that occurred after 2016, when the Peace Agreement between the Colombian government and the biggest guerrilla in the country, the FARC happened. The hypothesis of the dissertation is that there was an increase in securitization movements by the Venezuelan government, with the expansion of threat perceptions, that is, more agents were classified as a threat to Venezuela. In this way, the dissertation intends to analyze from the perspective of securitization theory two periods of the Venezuelan government, the first from 2013 to 2016 and then from 2016 to 2021, pointing out the continuities and changes in binational security and the perception of the Venezuelan threat, which they add state threats, such as US interference by Colombia and the government of Iván Duque itself, and non-state threats, by armed groups that operate mainly in the border region. The methodology of the work is the analysis of case studies in two perspectives: discourse analysis and content analysis. In the end, the hypotesis that there was an increase in securitization movements by the Venezuelan government, with the expansion of threat perceptions was confirmed, as more agents, both state and non-state, were classified as threats.
