Faz diferença, do ponto de vista da representação substantiva, a interação entre os movimentos feministas e a bancada feminina para a aprovação de propostas legislativas relativas à igualdade de gênero? Se sim, como? Essa pergunta faz parte de uma agenda de pesquisa recente e inovadora da literatura sobre as relações entre os movimentos sociais e o Estado que assume uma abordagem interacionista e processual, postulando o pressuposto de mútua constituição entre as capacidades de ação dos atores sociais e as capacidades de operação do Estado. Para responder esse questionamento, realizamos os estudos de caso do processo de tramitação e aprovação de três propostas legislativas relativas à igualdade de gênero: lei de cotas para candidaturas, Lei Maria da Penha e PEC das Domésticas. Em termos teóricos, desenvolveremos o conceito de feminismo estatal representativo com o objetivo de criar uma categoria analítica capaz de identificar as peculiaridades, semelhanças e diferenças das formas de interação entre os movimentos feministas e o poder Legislativo no Brasil. Assim, nos filiamos a uma crescente produção acadêmica brasileira que tem se dedicado a alargar as lentes teóricas dos estudos sobre a institucionalização dos movimentos sociais a partir de estudos de caso de caráter qualitativo. Concluímos que a interação entre os movimentos feministas e as femocratas fez diferença para a aprovação dos projetos relacionados à igualdade de gênero, apesar das singularidades de cada caso, caracterizando um mesmo ciclo democrático de interação entre os movimentos feministas e o Estado. Argumentamos que a conexão entre a representação descritiva e a representação substantiva aconteceu, nos três casos analisados, por meio da articulação entre as ativistas feministas e as femocratas, o que possibilitou a construção de coalizões multipartidárias e de encaixes institucionais que cristalizaram algumas das demandas históricas dos movimentos feministas na legislação brasileira.

Does it make a difference, from the point of view of substantive representation, the interaction between feminist movements and the "bancada feminina" for the approval of legislative proposals related to gender equality? If so, how? This question is part of a recent and innovative research agenda in the literature on the relations between social movements and the State, which takes an interactionist and procedural approach, postulating the assumption of mutual constitution between the action capacities of social actors and the capacities of State operation. To answer this question, we carried out case studies of the legislative process and approving of three proposals related to gender equality: the law on quotas for candidacies, the "Maria da Penha" law and the "PEC das Domésticas". In theoretical terms, we will develop the concept of representative state feminism with the aim of creating an analytical category capable of identifying the peculiarities, similarities and differences in the forms of interaction between feminist movements and the Legislative power in Brazil. Thus, we join a growing Brazilian academic production that has been dedicated to broadening the theoretical lens of studies on the institutionalization of social movements based on qualitative case studies. We conclude that the interaction between feminist movements and femocrats made a difference for the approval of projects related to gender equality, despite the singularities of each case, characterizing the same democratic cycle of interaction between feminist movements and the State. We argue that the connection between descriptive representation and substantive representation happened, in the three cases analyzed, through the articulation between feminist activists and femocrats, which enabled the construction of multiparty coalitions and institutional arrangements that crystallized some of the historical demands of feminist movements in Brazilian legislation.
