O contato de cidadãs e cidadãos com a polícia é um dos momentos mais paradigmáticos da relação fundamental entre indivíduo e Estado. Afinal de contas, é quando o indivíduo está diante das autoridades a quem é delegado o poder que fundamenta o pretendido e requerido monopólio do uso da força para a aplicação da lei e garantia da ordem dentro de determinado território. Sendo a pretensão de legitimidade por parte das agências policiais importante para governos democráticos pois implicaria em maior adesão e cooperação para com as autoridades a presente tese investiga o impacto do contato com a polícia sobre a legitimidade da polícia aos olhos dos cidadãos. Com base em dados de pesquisa de opinião conduzida com habitantes de São Paulo em 2015, a tese revela os efeitos dos julgamentos (positivos e negativos) da experiencia vivida com a autoridade policial sobre as percepções acerca da atividade policial justiça procedimental, eficácia e legalidade e sobre a legitimidade da polícia. O destaque fica para por conta dos indicativos de que as experiências negativas têm um impacto maior em diminuir as percepções de legitimidade da polícia do que as interações julgadas como positivas. A partir dos resultados reforça-se a ideia de que a avaliação da atividade policial e das políticas de segurança devem levar em conta a dimensão da interação com os cidadãos. Ainda que o contato com a autoridade policial, seja só um aspecto dentre os muitos apontados pela literatura que tem impacto e contribuição para informar a noção da legitimidade da autoridade, o estudo reforça o entendimento de que vale a pena, que gestores públicos e governos, tenham mais atenção a interação que seus agentes estabelecem com a população nas ruas no dia-a-dia.

The contact with the police is one of the most paradigmatic moments of the relationship between citizen and State. Since the claim of legitimacy by police agencies is important for democratic governments as it would lead to greater adherence and cooperation with the authorities this thesis investigates the impact of contact with the police on the legitimacy of the police in the eyes of the citizens. Based on opinion polls conducted with inhabitants of São Paulo in 2015, the study reveals the effects of the positive and negative judgments of the experience with the police authority on perceptions about police activity procedural justice, effectiveness and legality and on the police legitimacy. The emphasis is on indications that negative experiences have a greater impact on diminishing perceptions of police legitimacy than interactions judged to be positive. The results reinforce the idea that the evaluation of police activity and public security policies must take into account the extent of interaction with citizens. Although the contact with the police authority is only one aspect among the many pointed out in the literature that has an impact and contribution to inform the notion of the legitimacy of authority, the study reinforces the understanding that it is worthwhile that public managers and governments, have more attention to the interaction that their agents establish with the population in the streets on a day-to-day basis.
