Nesta pesquisa, analisamos a agência dos subalternos da costura da Região Metropolitana de São Paulo e da Grande Buenos Aires que assumiram contemporaneamente a forma de movimentos sociais. Nesse sentido, dois são nossos objetivos centrais. Primeiro, desvendar como, mesmo em um contexto restritivo, imigrantes bolivianos criaram três agrupamentos (dois compostos por donos de micro confecção e um por costureiros) e teceram redes sociais complexas - com ONGs de direitos humanos, de direitos dos imigrantes e de promoção da cultura imigrante, centrais sindicais, agentes da mídia, empresas recuperadas por trabalhadores, cooperativas de catadores, órgãos dos poderes públicos local, regional e nacional, agentes políticos, coletivos universitários e organizações ligadas à costura - que deram origem a dois complexos movimentos sociais de baixo com características adversas. Segundo, deslindar as dinâmicas da ação coletiva empregada por esses movimentos ao tentarem esculpir um espaço para aacomodar seus interesses no interior das sociedades civis e dos Estados brasileiro e argentino. Para tanto, empregamos uma teoria dos movimentos sociais baseada na noção gramsciana de subalternidade.

In this thesis, we analyze the agency of the subalterns of the garment industry of the Metropolitan Region of São Paulo and Greater Buenos Aires that assumed the form of social movements contemporaneously. In this sense, two are our central goals. First, to discover how, even in a restrictive context, Bolivian immigrants created three groups (two of micro-tailors and one of tailors) and weave a complex social networks - with NGOs of human and immigrants rights, culture promotion of immigrants, union federations, media agents, companies recovered by workers, waste pickers' cooperatives, local, regional and national public authorities, political agents, university collectives and sewing organizations - which gave rise to two complex social movements from below with adverse characteristics. Secondly, to delineate the dynamics of collective action employed by these movements in trying to sculpt a space to accommodate their interests within civil societies and the Brazilian and Argentine states. To do so, we employ a theory of social movements based on the Gramscian notion of subalternity.
