Este trabalho aborda a interface entre ação coletiva e a dinâmica urbana, interrogando sobre o lugar da cidade nas lutas sociais. A recente intensificação dos conflitos urbanos e a visibilidade das ocupações urbanas são o ponto de partida da pesquisa, que segue a experiência do Movimento dos Trabalhadores Sem Teto (MTST), com especial interesse nas dinâmicas do trabalho e da moradia nos últimos anos na metrópole de São Paulo. Desse modo, por meio da trajetória do MTST e de seus integrantes, percorremos as mudanças decorrentes do neoliberalismo desde os anos 1990, buscando compreender como elas impactaram a vida dos trabalhadores urbanos mais vulneráveis que vivem nas periferias e suas formas de organização. A pesquisa de campo se atém ao território do Jardim Ângela e à ocupação Nova Palestina (MTST), investigando as transformações urbanas e sociais que ajudam a compreender o surgimento da ocupação, bem como a figura dos trabalhadores sem teto. Ao reconstituir os processos de inserção urbana dos trabalhadores, argumento que as ocupações periféricas se inscrevem no contexto de redefinição no modo de produção da cidade, o qual aprofunda a insegurança habitacional. Nesse cenário, o MTST desponta como forma de organização coletiva e resistência aos processos de mercantilização da cidade e da habitação, movendo-se contraditoriamente no terreno da gestão do social que atravessa os territórios periféricos. As ocupações organizadas constituem-se em mediações políticas potentes quando tensionam práticas e relações sociais de dominação e permitem construir espaços outros, porém, se inserem no horizonte encurtado da viração cotidiana e da subjetividade neoliberal.

This paper approaches the interface between collective action and urban dynamics, by questioning the place of the city in social struggles. The recent intensification of urban struggles and the visibility of urban occupations are the starting point of the research, which follows the experience of the Movement of Homeless Workers (MTST), with a special interest in the dynamics of work and housing in recent years in the metropolis of São Paulo. Thus, through the trajectory of the MTST and its members, the work traces the changes resulting from neoliberalism since the 1990s. It tries to understand how they impacted the lives of the most vulnerable urban workers living in the peripheries, and how they have reorganized themselves. The field research is tied to Jardim Ângela territory and the New Palestine occupation (MTST), investigating the urban and social transformations that help to understand the emergence of occupation, as well as the workerhomeless. By reconstituting the processes of urban insertion of the workers, I argue that the peripheral occupations are inscribed in the context of redefinition of the city's mode of production, which deepens social insecurity. In this scenario, the MTST emerges as a form collective organization and resistance to the processes of commodification both of the city and the housing, moving in contradiction in the terrain of social management that crosses the peripheral territories. Organized occupations can be powerful political mediations when they stress social practices and relations and allow the construction of other spaces, but they fit into the shortened horizon of everyday "turning" and neoliberal subjectivity.
