Essa dissertação pretende investigar como se deu a formação dos novos arranjos de produção e gestão de fundos territoriais postos na mira do mercado de terras, a partir de uma reconstrução histórica e análise da situação da favela do Jd. Panorama, localizada na Zona Oeste de São Paulo. Como veio central, pretende investigar como, junto das dinâmicas de valorização imobiliária, se desenvolveram as condições de inserção de diversos agentes interessados na produção e gestão socioespacial desses territórios. Esses agentes formaram arranjos e redes entre si usando dos frágeis limites constituídos entre o legal e o ilegal, próprios do processo de urbanização das metrópoles brasileiras, mas que atingem um outro patamar quando o mercado informal de terras se torna possivelmente tão lucrativo quanto os outros mercados presentes na ilegalidade, despertando o interesse ativo do crime organizado. Assim, a narrativa recontada nesta pesquisa retoma: as origens do potencial de valorização das várzeas do Pinheiros; que impactos esse potencial gerou na dinâmica expansionista da urbanização da cidade em si; como essa dinâmica deu origem a um espaço segregado, formando diversas favelas, entre elas, a própria favela do Jd. Panorama; quais foram as estratégias e agentes envolvidos na sua gestão socioespacial e como a entrada do território da favela no radar da incorporadora JHSF cria as condições de formação de um novo arranjo de gestão e produção do espaço arregimentado pelo crime organizado.

This dissertation intends to investigate how the formation of the new arrangements of production and management of territorial funds took place in the sights of the land market, based on a historical reconstruction and analysis of the situation of the Jd. Panorama's favela, located in the West Zone of São Paulo. As a central theme, it intends to investigate how, together with the dynamics of real estate appreciation, the conditions for the insertion of various agents interested in the production and socio-spatial management of these territories were developed. These agents formed arrangements and networks among themselves using the fragile limits constituted between the legal and the illegal, typical of the urbanization process of Brazilian metropolises, but which reach another level when the informal land market becomes possibly as profitable as other markets present in illegality, arousing the active interest of organized crime. Thus, the narrative recounted in this research resumes: the origins of the valorization potential of the Pinheiros floodplains; what impacts this potential generated on the expansionist dynamics of urbanization in the city itself; how this dynamic gave rise to a segregated space, forming several favelas, including the Jd. Panorama's favela itself; what were the strategies and agents involved in its socio-spatial management and how the entrance of the favela's territory on the radar of the developer JHSF creates the conditions for the formation of a new arrangement of management and production of the space regimented by organized crime.
