A pesquisa aborda o uso dos recursos hídricos na Região Metropolitana de São Paulo, em especial, aquele destinado ao abastecimento público que se encontra comprometido tanto pela ocupação, quanto pela sobreposição de outros usos incompatíveis com a manutenção de sua qualidade e quantidade. O objetivo geral consiste em interpretar o papel que o sistema de gestão de recursos hídricos tem a desempenhar na solução dos problemas relativos ao uso da água, em um ambiente tão complexo quanto a área urbanizada da metrópole paulistana, em que tal sistema de gestão passa a ter uma feição especial no que tange à gestão dos mananciais Embora a legislação assegure em seus fundamentos o uso múltiplo da água, priorizando, em situação de escassez, o consumo humano e a dessedentação de animais, ocorrem desequilíbrios no sistema. Há, certamente, uma apropriação contraditória dos recursos naturais em uma grande metrópole, gerando conflitos de uso que possuem, antes de tudo, raízes sociais. Por isso, antes de ser um problema de solução eminentemente técnica, a abordagem considera principalmente o aspecto social e espacial da questão. Nesse sentido, a pesquisa propõe investigar a ocorrência desses conflitos a partir de suas raízes a fim de iluminar as suas formas de manifestação e avaliar os instrumentos utilizados para a gestão em uma sociedade que formula para si mesma uma imagem democrática.

The research approaches the use of the water resources in the Metropolitan Area of São Paulo, in special the public use that is committed so much by the disorganized human occupation, as for the overlay of other uses unsuitable with the preservation of its quality and quantity. The general objective consists of interpreting the role that the water management systems has to carry out the solution of the problems related to the use of the water, in an environment as complex as the urbanized area of the metropolis paulistana. Although the legislation assures in its foundations the multiple use of the water, prioritizing, in situation of shortage, the human consumption and the animal needs, there are unbalances in the system. There is, certainly, a contradictory appropriation of the natural resources in a great metropolis, generating use conflicts that possess, before everything, social roots. Therefore, before being eminently a solution problem technique, the approach considers mainly the social and spatial aspect of the subject. In that sense, the research intends to investigate the occurrence of those conflicts starting from its roots in order to illuminate its manifestation forms and to evaluate the instruments used for the management in a society that formulates for itself a democratic image.
