A Pesquisa procura analisar a percepção e mobilização de atores políticos que viviam na cidade de Los Angeles - Califórnia, quanto às políticas públicas que afetavam diretamente suas vidas durante o governo republicano de Ronald Reagan nos Estados Unidos (1981-1988). Visando entender como em nível local, as comunidades negras teriam percebido e reagido ao quadro adverso das políticas publicas federais austeras, utilizo amplo leque de fontes, tais como Jornais de mídia hegemônica, bem como produzidos por afro americanos, Revistas, Arquivos de movimentos sociais, governamentais, bem como publicações com percentuais estatísticos. Tendo em vista analisar o ativismo destes atores, perante uma conjuntura onde algumas de suas conquistas foram atacadas, bem como, algumas de suas lideranças foram subtraídas da arena política perante a repressão do Estado. Nosso intuito é entender que estratégias os atores negros utilizaram para lidar com o contexto do neoliberalismo nos anos 1980 em Los Angeles, contestando um maior acesso a moradia, educação, saúde, emprego e a luta anti-abuso policial. Compreendendo que esta luta foi atravessada pela relação entre movimentos sociais, atores institucionalizados e sociedade civil, procuramos entender as redes estabelecidas, bem como as disputas da pratica política.

The Research seeks to analyze the perception and mobilization of political actors who lived in the city of Los Angeles - California, regarding public policies that directly affected their lives during the Republican government of Ronald Reagan in the United States (1981-1988). In order to understand how, at the local level, black communities would have perceived and reacted to the adverse situation of austere federal public policies, I use a wide range of sources, such as newspapers of hegemonic media, as well as produced by african americans, Magazines, Archives of social movements, governmental, as well as publications with statistical percentages. In order to analyze the activism of these actors, in a context where some of their achievements were attacked, as well as some of their leaderships were subtracted from the political arena in the face of state repression. Our aim is to understand what strategies black actors used to deal with the context of neoliberalism in the 1980s in Los Angeles, contesting greater access to housing, education, health, employment and the fight against police abuse. Understanding that this struggle was crossed by the relationship between social movements, institutionalized actors and civil society, we seek to understand the established networks, as well as the disputes of political practice.
