O objetivo geral desta tese é compreender como o Conselho Nacional do Trabalho (CNT) se posicionava em relação aos trabalhadores (assim compreendidos os trabalhadores ativos, aposentados e pensionistas), entidades patronais e Estado, e quais foram as propostas efetivamente lançadas pela instituição como resposta à atuação estatal frente aos Direitos Sociais no período de 1925 a 1946. O recorte proposto trata de compreender a atuação do CNT e dos agentes históricos envolvidos no processo de regulamentação das relações de trabalho até a consumação final, a Consolidação das Leis do Trabalho (CLT). Subsidiar os poderes públicos com informações era uma das atribuições expressas do CNT, em assuntos referentes à organização do trabalho e da previdência social. Desta maneira, como objetivos específicos delineados para o alcance do objetivo geral têm-se: observar, a partir do marco cronológico representado pelo movimento político vitorioso em 1930, a atuação das classes trabalhadora e patronal diante de um ordenamento institucional que estava intimamente relacionado a um determinado projeto de desenvolvimento nacional, que se delineou ao longo da chamada Era Vargas; e proceder com a sistematização das recomendações do CNT e as respectivas modificações com relação ao conjunto das disposições legais referentes aos direitos sociais no país, e as possíveis respostas das instituições na passagem do período de constituição para o de consolidação do aparato institucional dos Direitos Sociais (aqui considerados aqueles voltados ao trabalho e previdência social)

The general objective of this thesis is to understand how the National Labor Council (CNT) positioned itself in relation to workers (understood by workers, retirees and pensioners); employers and the State, and what were the proposals effectively launched by the institution as responses to state action against Social Rights in the period from 1925 to 1946. The proposed cut deals with understanding the performance of the CNT and the historical agents involved in the CNT processes in relation to the trajectory of the regulation of labor relations until the final product, which was the CLT. Subsidizing public authorities with information was one of the express attributions of the CNT, in matters related to the organization of work and social security. In this way, the specific objectives outlined to reach the general objective are to observe, from the chronological framework represented by the victorious political movement in 1930, the performance of the working and employer classes in the face of an institutional order that was closely related to a particular national development project, which took shape during the so-called Vargas Era. And proceed with the systematization of the CNT's recommendations and the respective modifications in relation to the set of legal provisions referring to social rights in the country, and the possible responses of the institutions in the passage from the period of constitution to the one of consolidation of the institutional apparatus of Social Rights (considered here those focused on work and social security)
