A política imigratória do Estado Novo caracterizou-se, em relação aos judeus, pela restrição à entrada, processo esse materializado fundamentalmente por meio de circulares que orientavam o corpo diplomático a criar obstáculos à emissão de vistos. Entretanto, dois economistas, Giorgio Mortara e Richard Lewinsohn, perseguidos em seus países por motivos "raciais", não somente conseguiram emigrar para o Brasil, mas viveram seus respectivos exílios no interior da burocracia varguista - Mortara no IBGE, Lewinsohn no DASP. Resgatar a trajetória dessas duas figuras em meio às contradições que permitiram essa conjunção de elementos entre 1939 e 1945 é o propósito deste trabalho. Como principais fontes de pesquisa foram utilizados, além de documentos pessoais referentes aos protagonistas, a produção intelectual anterior ao exílio e principalmente, aquela que foi publicada no Brasil, já que esta revela a simbiose entre as ideias desses intelectuais-técnicos e as ambições de um país que buscava impulsionar seu desenvolvimento tendo como base a racionalidade administrativa.

Abstract in English
The immigration policy of the Estado Novo was characterized, in relation to Jews, by restrictions on entry, a process that was fundamentally materialized through memoranda that guided the diplomatic corps to create obstacles to the issuance of visas. However, two economists, Giorgio Mortara and Richard Lewinsohn, persecuted in their countries for "racial" reasons, not only managed to emigrate to Brazil, but lived their respective exiles within the Vargas bureaucracy - Mortara at IBGE, Lewinsohn at DASP. Rescuing the trajectory of those two figures amidst the contradictions that allowed this conjunction of elements between 1939 and 1945 is the purpose of this work. The main sources used for this research were, in addition to personal documents related to the protagonists, their intellectual production prior to the exile and especially that which was published in Brazil, as this reveals the symbiosis between the ideas of those intellectual-technicians and the ambitions of a country that sought to boost its development based on administrative rationality.
