A mudança do clima representa um dos desafios mais prementes do século XXI, com implicações profundas para o equilíbrio ambiental e o bem-estar humano em todo o mundo e precisa ser abordado uma escala global através da cooperação internacional, o que é feito através do regime climático internacional. Com sua origem na Convenção-Quadro das Nações Unidas sobre Mudança do Clima, adotada em 1992, em nível nacional, as diretrizes para o enfrentamento da mudança do clima se dão através da Política Nacional sobre Mudança do Clima (PNMC). O estudo tem o objetivo de examinar o regime climático internacional, as políticas e instituições climáticas brasileiras e o potencial de contribuição da energia nuclear na transição para uma economia de baixo carbono; a partir de análise bibliográfica, pesquisa documental e análise de conteúdo. Ao analisar as estruturas políticas e institucionais que moldam as respostas internacionais e nacionais, entre outros pontos foi destacada a importância das Conferências das Partes COP como espaço de negociação e monitoramento das ações climáticas; a fragmentação da PNMC e a falta de coordenação entre as diferentes instâncias governamentais; a importância da energia nuclear tanto em nível nacional como global. Em conclusão, para promover a mitigação das emissões e impulsionar a adaptação a mudança do clima no contexto brasileiro, sugere-se maior integração e coordenação nas políticas climáticas nacionais e o fomento da energia nuclear nas políticas energéticas brasileiras, visto seu potencial para descarbonização e segurança energética do Brasil.

Abstract in English
Climate change represents one of the most pressing challenges of the 21st century, with profound implications for environmental balance and human well-being around the world. It needs to be addressed on a global scale with international cooperation, which is done through the international climate change regime. With its origins in the United Nations Framework Convention on Climate Change, at the national level, the guidelines for tackling climate change are given through the National Policy on Climate Change (PNMC). The study aims to examine the international climate regime, Brazilian climate policies and institutions and the potential contribution of nuclear energy to the transition to a low-carbon economy, based on bibliographical analysis, documentary research and content analysis. When analysing the political and institutional structures that shape international and national responses, among other points, the importance of the Conferences of the Parties (COP) as a space for negotiating and monitoring climate actions was highlighted; as well as the fragmentation of the PNMC and the lack of coordination between the different government bodies, and the role of nuclear energy in promoting sustainable development. In conclusion, to promote climate change mitigation and enhance adaptation to in the Brazilian context, there is a need for greater integration and coordination in national climate policies and the increase of the role of nuclear energy in Brazilian energy policies, given its potential for diversifying Brazil's energy production and security.
