No Brasil a LEI nº 9.991 de 24 de julho de 2000 preconiza que as distribuidoras e permissionárias de serviços públicos de energia elétrica ficam obrigadas a aplicar 0,5% de sua receita operacional líquida em programas de eficiência energética no uso final e 0,5% para pesquisa e desenvolvimento (P&D). Considerando que os percentuais aplicados em cada região brasileira são diretamente proporcionais à energia consumida, e que existem diferenças regionais de geração, transmissão e distribuição de energia elétrica, assim como nos consumos de energia per capita, ações de eficiência energética nas diferentes regiões do Brasil podem proporcionar resultados distintos sob a óptica técnica, econômica, ambiental e social. Este trabalho faz a análise de diagnósticos energéticos realizados entre 1993 e 2005, e projetos implementados no âmbito dos Programas de Eficiência Energética (PEE) com recursos oriundos das concessionárias e permissionárias de distribuição de energia elétrica, conforme dispõe a Lei 9.991. A análise de diagnósticos realizados e de implementações de ações de eficiência energética no âmbito nacional procura identificar características para servirem como parâmetros para auxiliar na aplicação dos recursos aos Programas de Eficiência Energética (PEEs) e na viabilidade dos projetos de eficiência energética sem a utilização dos recursos oficiais.

In Brazil according to the LAW nº 9.,991 of of July 24th, 2000 that the companies related to distribution of Electric Energy are obliged to apply 0.5% of its liquid operational profit in programs of energy efficiency and 0.5% for research and development (P&D). Considering that the percentage defined to each region of Brazil are directly proportional to the energy consumed and to its respective population, and that are regional differences on generation, transmission and distribution of electrical energy, as well as on the consumption per capita, changes on energy efficiency on the different regions of Brazil can bring different results under the technical, economical, environmental, and social perspectives. This work does an analysis of energetic diagnoses performed between 1993 and 2005, and discuss projects executed using the guidelines of the Programs of Energy Efficiency (PEE), with resources of the companies related to distribution of Electric Energy, according to the law number 9.991, of July 24th, 2000. The analysis of the diagnoses performed and the implementation of the actions for efficient energy use on a national level in Brazil works toward identifying characteristics to be a standard parameter to aid the usage of the Program of Energy Efficiency (PEEs) and on the feasibility of the projects of energy efficiency without Using the resources of the law 9.991. The analysis of diagnoses carried out and of energy efficiency actions implementations in the national scope seeks to identify characteristics for serve like parameters for help in the application of the financial investiments of the Energy Efficiency Programs (PEEs) and in the feasability of the projects of energy efficiency without use official financial investiment.
