Este trabalho analisa a energia elétrica como antimercadoria, que foi uma construção social presente no Brasil até os anos 1990, quando passa a ser mercantilizada pela reestruturação do setor elétrico no contexto das reformas liberais. As antimercadorias foram geradas pelo fundo público que financia tanto a acumulação do capital quanto a reprodução da força de trabalho, buscando a universalização dos serviços públicos. Para o capital a antimercadoria eletricidade viabilizava a implantação de setores industriais e dinamizava a cadeia econômica de sua própria produção e circulação. Reduzindo o preço da força de trabalho urbana, as antimercadorias contribuíam para viabilizar o modo de acumulação de base urbano-industrial que se tornou decisivo no Brasil a partir dos anos 1930. Analisa-se a hipótese de que a mesma lógica pautou a elaboração do Código de Águas de 1934, assim como as diretrizes das reformas liberais vincularam a reestruturação do setor elétrico dos anos 1990. Conclui-se que esta mercantilização da energia elétrica buscou reduzir o fundo público para a força de trabalho e ampliar suas funções junto ao capital. Este trabalho procura, nessa linha, avaliar até que ponto as promessas de benefícios aos consumidores, como reduções da tarifa, foram efetivadas, ainda mais se cotejadas com os ganhos das empresas privatizadas.

This work analyzes electric energy as a anti-commodity, a social construction that existed in Brazil until the 90s, when electricity started being merchandized through the restructuring of the electric sector in the context of liberal reforms. The anti-commodities have been generated by public fund which finance both capital accumulation and reproduction of the labor force, aiming at universalizing public services. For the capital, electricity, as an anti-commodity, made feasible the establishment of new sectors and energized the economic chain of its own production and circulation. By reducing the price of the urban labor force, the anti- commodities contributed to make feasible the mode of accumulation - urban-industrial based - that has become hegemonic in Brazil as of the 30s. An assumption is analyzed to the effect that the same logic has governed the Water Code of 1934, just like the guidelines of the liberal reforms dominated the restructuring of the electric sector of the 90s. It is concluded that such mercantilization of the electric energy has tried to reduce the public fund for the labor force and expand their functions on the capital side. Along these lines, this paper tries to evaluate to what extent the promises of benefits to consumers, such as tariff reductions, have materialized, particularly when compared with the gains obtained by the privatized companies.
