O Poder Público é um grande comprador municipal movimentando cifras vultosas. Todavia, o fornecimento para Administração Pública é um setor pouco explorado academicamente e um tanto quanto nebuloso e polêmico. O objetivo geral do presente trabalho foi construir um Modelo de Risco de não Recebimento pelo fornecimento de produtos ou serviços para as Prefeituras Paulistas. A técnica utilizada foi a rede bayesiana. Primeiramente analisou-se o arcabouço jurídico que permeia as compras públicas de forma a possibilitar uma visão panorâmica e detalhada desse universo. Posteriormente selecionou-se as variáveis relevantes e mapeou-se a rede que começa no processo de compra e termina com o recebimento pelo fornecimento do produto ou serviço prestado. Por fim, foi proposto um Modelo de Risco de não Recebimento pelo fornecimento de produtos ou serviços para a Administração Pública. Este Modelo foi feito com a utilização dos dados dos 644 municípios fiscalizados pelo Tribunal de Contas do Estado de São Paulo durante o período de 2011 a 2015, totalizando 88.598.629 de eventos. Foi analisado o risco do fornecedor para que ele possa saber sua exposição no momento em que decide trabalhar com a venda para o Poder Público, bem como corretamente precificar sua proposta, de modo a não correr um risco maior do que esteja disposto. Como objetivos específicos, foram identificadas as variáveis envolvidas no processo de compra pública; o processo de compra foi mapeado; foram identificados os riscos envolvidos na decisão de fornecimento para o setor público e foram quantificadas as probabilidades de acontecimento de cada etapa do processo de compra. Como principais achados destacam-se a construção do modelo em voga e a quantificação do risco a que está exposto o fornecedor ao participar de uma licitação pública. Em suma, tem-se que o modelo proposto permite ao fornecedor verificar o risco à que está exposto no momento em que decide participar de uma licitação ou compra pública.

The Government is a large municipal buyer moving massive figures. However, the provision for public administration is academically poorly explored and controversial. The overall objective of this work is to build a risk model of non-receipt by the supply of goods or services from Paulistas Prefectures. The technique used is the Bayesian Network. First, the legal framework for public procurement is presented in order introduce a comprehensive and panoramic vision of this subject. Subsequently the relevant variables are selected and the buying network is mapped, starting with the buying process and ending with receiving for providing the product or service provided. Finally, a risk model of non-receipt by the supply of goods or services to the public administration is provided. This model was made with the use of the data of the 644 municipalities audited by the Court of Auditors of the State of São Paulo during the period of 2011 to 2015, totaling 88,598,629. The focus of this work is to provide the risk to the supplier so it can know its exposure when decides working with sales to public administration, as well as properly pricing its proposal accordingly to the risk. As specific objectives, this study contributes to identify the variables involved in the process of buying public; maps the purchasing process; identifies the risks involved in the decision to supply the public sector and quantifies the probabilities of occurrence of each stage of the buying process. As major findings include the construction of the model in vogue and the quantification of the risk to which it is exposed the supplier to participate in a public tender. In short, the proposed model will enable the supplier to quantify the risk to which it is exposed at the moment in which it participates of a bid or buying public.
