O principal objetivo desta tese é analisar a coerência entre o conceito teórico de índice de Custo de Vida e a elaboração prática de índices de Preços ao Consumidor, considerando as restrições das bases de dados, em geral disponíveis. Nesse sentido a Teoria do ICV é apresentada reconhecendo explicitamente que este é um indicador social e obtido em séries encadeadas. Variantes factíveis das fórmulas de Laspeyres e Koniis-Byushgens, segundo o critério de ponderação utilizado para cada grupo social e duas alternativas de fórmulas elementares, são estimadas. Esses modelos foram comparados empiricamente com estimativas de índices obtidas para as fórmulas superlativas de Fisher e Theil-Tomqvist. Como estas fórmulas não são diretamente factíveis, pois requerem atualização corrente das ponderações, estas foram estimadas econometricamente. Na análise empírica, foi utilizado o banco de dados do EPC-FEPE, especificamente preços para 519 produtos entre janeiro de 2000 e setembro de 2003 e os dados desagregados da POF98-99

The aim of this work is to analyze the coherency between the theoretical concept of CLICost of Living Index and the practical working up of CPI-Consumer Price Index considering the database restrictions, available in general. In this sense the ICV Theory is presented recognizing explicitly that this is a social indicator, which is obtained joined in a series. Feasible variants of Laspeyres and Kontis-Byushgens formulas, second the criteria of weighing of issues used for each social group and two altematives of elementary formulas, are estimated. Those models were compared empirically with indexes estimative obtained to the Fisher and Theil-Tomqvist superlatives formulas. As those formulas are not straightly feasible because required a current update of weights, where estimate by econometry. In the empirical analyses was used the FIPE-CPI database, more specifically prices for 519 products from January/2000 to September/2003 and POF98-99 disaggregated data
