O presente trabalho procurou mais profundamente o problema das ocupações de populações de baixa renda em áreas de risco, mais especificamente da cidade de Blumenau, em Santa Catarina. Apesar da cidade ser bastante conhecida pelas sucessivas enchentes que a atingiram e por ter uma renda per capita alta em relação à média nacional, o problema mais grave que ela apresenta, hoje, é o dos assentamentos humanos em áreas propensas a deslizamentos, enxurradas e desmoronamentos. Esta situação é decorrente da política de cunho político, social e econômico existentes no país, que dificultam o acesso à habitação da maior parte da população brasileira. Embora a situação seja crítica, este estudo pretendeu pesquisar alternativas que possibilitem se chegar a resultados bastante favoráveis e soluções que ajudem a minimizar e/ou sanar o problema iminente de risco, que pode atingir inúmeras famílias a qualquer momento

The present dissertation aims at obtaining deeper knowledge about the problem of land occupation by people of lower financiai conditions in risky areas, specifically in the city of blumenau, in the state of Santa Catarina. Although the city is Well-known by its frequent floods and high income per capita, when compared to the national average, the most serious problem nowadays is the occupation of land in areas subject to downpours, earth dislocation and to falling in. This situation is the result of the policies in the political, social and economical contexts in the country wich prevent most of the population from having to their own piece of land. In spite of this critical situation, this study attempts to research alternatives that might enable the achievement of favourable results and solutions in order to minimize or solve the problem of imminent risk whicb can suddenly reach families.
