Este trabalho busca analisar a metodologia de utilização de modelos normativos em transportes urbanos, examinando de forma particular problemas de projeto relacionados com redes de Transporte Público Coletivo Regular Urbano de Passageiros (TPCR/UP). Questões teóricas e práticas são estudadas com o objetivo de identificar os aspectos importantes para tornar aplicáveis as recomendações obtidas com os modelos normativos. Estas questões vão da seleção de formas de mensuração de custos e benefícios, ou da incorporação de novas hipóteses e relações na formulação dos métodos de análise, até a avaliação de resultados da utilização de modelos com diferentes níveis de detalhamento da representação das especificidades locais. Os pontos fortes e fracos da metodologia existente são examinados, de forma a contribuir para o desenvolvimento de novos procedimentos de modelagem que permitam oferecer uma orientação adequada ao projeto em engenharia de transportes, em particular para o transporte urbano e para o TPCR/UP.

This study makes a methodological analysis of the application of normative models in urban transport, focusing on design problems of urban passenger public transit networks (TPCR/UP). Theoretical and practical question are studied with the aim of identifying the most important features that can make recommendations obtained from normative models more useful and applicable. These questions range from the selection of criteria for measuring costs and benefits, or the adoption of new hypothesis and relationships in the method of analysis, to the applicability of results from models developed at different levels of detail for representing local features. The strong and weak points of current methodologies are investigated, in an effort to contribute to the development of new modelling procedures that can offer better guidelines to design problems in Transportation Engineering, in particular to urban transport and TPCR/UP studies.
