Apesar de décadas de investigação sobre a relação dinâmica entre os meios de comunicação social, a opinião pública e o Congresso, os cientistas políticos têm lutado persistentemente para responder à questão central neste corpo de investigação: "Quem - os meios de comunicação social, a opinião pública ou os congressistas - influenciam quem?". Em outras palavras, qual destes atores define as agendas dos demais? A presente dissertação procura ajudar no esforço para responder a esta pergunta, trazendo as principais teorias relacionadas à agenda-setting para o contexto brasileiro através de um estudo de uma questão política específica, as políticas públicas relacionadas ao combate de violência contra a mulher no Brasil. Concluído, após analisar os artigos de jornal sobre o tema entre 1988 e 2015 e os projetos de lei apresentados no Congresso nacional nesse mesmo período, que no contexto brasileiro, ao falarmos sobre o direitos das mulheres, a mídia responde as movimentações do legislativo e os movimentos sociais feministas são uma variável relevante nessa relação

Despite decades of inquiry into the intricate interplay among mass media, public opinion, and Congress, political scholars have persistently grappled with addressing the pivotal query within this realm of study: 'Which - the mass media, public opinion, or congressional representatives - influences whom?' Stated differently, which of these entities shapes the agendas of the others? This thesis endeavors to contribute to elucidating this quandary by contextualizing predominant agenda-setting theories within the Brazilian milieu, focusing on a specific political concern: public policies aimed at addressing the scourge of violence against women in Brazil. Conclusions drawn from an analysis of newspaper articles spanning the years between 1988 and 2015, alongside an examination of legislative proposals introduced in the national Congress during this same period, suggest that within the Brazilian landscape, discussions pertaining to women's rights witness the media reacting to shifts in the legislative domain, with feminist social movements emerging as a salient factor in this intricate relationship
